Lorin Cerina (born April 20, 1966, Split, Croatia, 
Europe), with 27 years of western astrological experi-
ence, mainly focused on Cosmobiology and Declinations, 
writes for web portals and magazines, has own practice, 
now learning Jyotish, in an attempt to help people get 
This article has been written in February 2006, 
for Croatian Astrologers Association as a short 
introduction to declinational techniques and as a 
beginning step for learning Midpoints and Uranian 
astrology. Although declinational technique is 
diff erent from R. Ebertin midpoints technique 
it has a validity to be mentioned since he also 
recalculated natal position of planets. Since it is 
a diff erent calculation, it give as also some unseen 
aspects in charts. 
Article was a part of Saptarishis astrology 
magazine, and I was asked to give it in Croatian 
language, so please, if you see some funny sentence 
construction or expressions, have in mind that my 
English is not so great. 
At the end I provide some blank charts for your 
investigation of declinations (Ebertin 45°, 30°) 
and Solar Fire has Graphic Chart for -/+ 30° 
progressions as much as 90° dial. 
Since I haven’t found in any software than – a 
declinational chart, I did it for myself so I’ll put 
blank one to if anyone needs.
intro:
Western astrology know of declinations and 
harmonics, while Vedic astrology uses Dashas. Both 
systems are similar but diff erent and it always 
amazed me that both systems have same results in 
interpreting astrological chart. The point is that 
one uses tropical time and another sidereal time, 
but when you look at declinations they are same 
in both systems. Thus, declination can and do give 
additional information. 
Other interesting fact is when you calculate 
progressed declinational graph (30°) than you 
can fi nd stunning data. Someone born with natal 
Mars in bounds, can have most of his life OOB 
Mars. Surely that info you won’t fi nd in natal, 
progressed, directed or transiting chart. And then 
you have Moon who can go OOB and intersect 
that Mars OOB line giving you time lime for some 
triggers and change in life. 
Those of you who use fi xed stars, you can also 
check if any planet is parallel or contra-parallel 
with fi xed star.

Countless times there were discussions about 
the natal chart and what data it reveals to 
us. If we proceed from the assumption that the 
natal chart is also DNA model of individual,

ountless times there were discussions about 
the natal chart and what data it reveals 
to us. If we proceed from the assumption 
that the natal chart is also DNA model 
of individual, which represents a unique 
combination of Deoxyribonucleic acid, also 
a reason why I chose the title under the acronym, then 
we can conclude that the planets with their positions in 
the zodiac , houses, aspects, principalities and the planets 
that are OOB or out of bounds , represents the total 
structure of a person, the physical appearance , which is 
based on the chemical mechanisms that trigger a person 
and make it what it is .
Traditionally, astrology tried to attribute chemical 
characteristics to planets, and for each zodiacal sign 
attributed of a certain element from potassium phosphate 
over calcium sulfate, sodium chloride , trying to fi nd that 
missing element and with its input to fi x health. Looking 
at how the list is compiled, we can notice that each sign 
was given a couple of the chemical elements .
DNA also works in pairs and series, repeating certain 
models during construction. But what is important to 
note that the construction or bonding occurs in the 
presence of chemical reactions, which then produce and 
electromagnetism. Thus, in the brain of every human 
exists a chemical factory that gives instructions - but 
there’s actually a further question - how and why certain 
commands are defi ned .
DECLINATIONS
If we continue with the assumption that the natal chart 
picture is also an image of the chemical character of a 
person, we notice that people with OOB planets have 
a higher energy. These are people who achieved a lot of 
nothing , who have high goals and manage to reach them, 
like a beggar who become rich, where in the whole story 
there are no magical frogs and goldfi sh - but only strong 
energy. So these are people of high energy and strong 
impulses.
Here we come to the word impulse . The urge, desire, 
obsession, fi xation on a particular goal - all these words 
are connected with the energy that is needed to achieve 
something. On the other hand, as we all know the 
purpose or success can be defi ned in a positive or negative 
direction. So OOB planets do not necessarily indicate 
the direction of movement impulses, goal, desire or 
energy, whether it will take place in a positive or negative 
direction, but just energy. Therefore, we observe that 
people with OOB planets can be found among those who 
wear the Nobel Prize but also those in the hospital trying 
to resolve their mental confl ict. Here we understand that 
energy OOB planets may become uncontrollable . We 
are talking about the syndrome of genius on the brink of 
insanity and a madman on the verge of genius.
Refl ecting on this situation of unrestraint, we can give a 
simple comparison. People with planets that are Out of 
Bound are like nuclear power plants. When everything 
is according to protocol - and nuclear power plants work

well, and with little expense provide a lot of energy. 
However if something goes wrong, we all know what are 
the consequences - the destruction and the destruction of 
everything in the perimeter up to permanent damage.
HISTORICAL OVERVIEW
Historical research articles about declination extends 
from some 100 years AD to the present day, and records 
exist in fragments by various authors. The data that I 
will present here are possibly incomplete, since further 
research are in progress.
Developing understanding and use of declination could be 
generally divided into three periods :
A. Early Period (100-1800)
B. Middle Period (1800-1980)
C. Ongoing Period ( 1980 to present)
A. Early Period (100-1800)
The fi rst of which will be mentioned is PTOLEMY 
(100-178), who was referring to the declination in his 
Tetrabiblos , when calculating the primary directions. 
Although there is still no word Antiscia used in 
Tetrabiblos, Ptolemy writes on astrological signs like 
those who govern, command and listen, closely linked 
with the principles of anstiscia. That’s what it says and 
FIRMICUS MATERNUS (280-360), which indicates and 
attributes to Ptolemy term Antiscia in Ptolemy’s work 
Mathetis .
ANTIOCH from Athens (2nd century) mentions the 
zodiac signs who see and hear one another, something like 
Antiscia and a direct reference is found in the description 
of the planets and the Sun in declination.
PAULUS ALEXANDRINUS (4th century) also mentions 
the zodiac signs who listen and command, as well as those 
zodiac signs who can hear and see each other - again 
points to the notion Antiscia.
JEAN BAPTISTE MORIN (1583 - 1656) was applying 
Antiscia in declination and then abandoned most 
applications of primary directions by Ptolemy, accepting 
Regiomontanus guideline by which the ecliptic had 
greater signifi cance and force over the equator (Astrologia 
Gallica, Book 22: The Directorate ).
WILLIAMLILLY (1602-1681) seems to be directly 
applying parallels in declination , so in CHRISTIAN 
ASTROLOGY writes: Declination of the planet is its 
distance from the equator and how it moves from there 
was to the north or south, so do its declination recorded 
as North or South .
Furthermore Lilly writes about the signs : Signs of 
Antiscia are those who have same virtues and which are 
equally distant from the two fi rst degree of the tropical 
sign Cancer, Capricorn and on what degrees, when there 
is Sun day and night are of equal length. And since 
there are Antiscia points, and when there are benefi cial 
planets, we consider that as sextile or trine, there are also 
counter-Antiscia that we fi nd the nature of the square or 
opposition, and to know where, you do not need anything 
more than look at the sign and degree of Antiscia, since 
in opposite sign and degree you fi nd counter-Antiscia. For 
the fi rst time here is clearly demonstrated the concept of 
counter-Antiscia.
B. Intermediate Period (1800-1980)
By the 1880s parallels in declination were accepted in 
practice - at least to some degree.
ROBER CROSS (6th Raphael), is in his PRIVATE 
INSTRUCTIONS IN GENETICAL ASTROLOGY, 1881 
g ., claimed that he found that parallels at birth doesn’t 
have any decisive infl uence, but used them at sinastry and 
progression .
A.J. PEARCE stressed the importance of parallels 
to mundane and climate events (TEXT BOOK OF 
ASTROLOGY, 1890 g.).
W.J. SIMMONITE wrote that the parallels are of greater 
importance than any other aspect, and much stronger 
than the conjunction (THE ARCANA OF ASTROLOGY, 
1892 g.).
C.E.O. CARTER appointed conjunction with the parallel 
as “ a parent of all aspects “ (The Astrological Aspects, 
1930 g.).
C. C. ZAIN describes the initial cycle of bodies crossing 
0 ° declination moving north until moving to the south 
was not taken into account in the Southern Hemisphere 
(MUNDANE ASTROLOGY, 1935 g.).

Up until this point there was no diff erence between 
the parallels to both, or on the southern or northern 
hemisphere, nor had anyone mention them.
A.J. PEARCE defi ned parallels as the same distance from 
the equator, or having the same declination, whether of 
the same or opposite direction. Also, Raphael (1881), 
Sepharial (1898), Alan Leo (1908), George Llewellyn 
(1910) were of the same opinion, while de Vore, around 
1947, defi ned the parallels measured in degrees of 
north or south declination without mentioning counter- 
parallels. A full range of the authors refers in the same 
way (Bonnie J. Armstrong, Barbara Watters, Al H. 
Morrison, and others), until ROGER HUTCHEON has 
written: Traditional astrologers were using for centuries, 
two aspects in declination, parallel and counter-parallel.
It was only in 1959, R. C. FIREBRACHE writes about 
how many astrologers believe that if two bodies are the 
same or nearly the same distance from the equator, one 
north and the other south, these are also parallels .
CHARLES A. JAYNE correctly concluded that some 
parallels act as the opposition and some as conjunctions 
and the fi rst for the fi rst time properly and clearly called 
contra-parallels, and the term contra-parallel is found for 
the fi rst time in print 1958 year.
ALFRED WITTE is about 1915 year, using the works of 
Guido Bonatti, developed a system of central points. The 
system was called a PLANETARY IMAGES. In addition 
to the planets he included the equator.
REINHOLD EBERTIN (1887-1974) developed a system 
known as Cosmobiology, and paved the way for changes 
that followed during the 1940s and 1950s. Through his 
work, Ebertin and JAYNE, it has been given much more 
attention to declination, and using traditional application, 
developed three diff erent techniques :
- progressive declinational chart
- declinational midpoints
- equivalents of longitude
In mid- 1970 years, there is another technique that 
emphasizes the importance of planets Out of Bounds, on 
the initiative Kt Boehrer (Kate Bear). She also formed 
the title Out - of – Bounds or OOB.
C. Current Period (1980 to present)
Since that time over 1980 - the years, many astrologers 
independently investigate declination, their impact and 
application.
CHARLES & LOUIS HANNAN indicate the importance 
of the Solstice and Equinox in declination and call them 
point POWER POINTS. Although they taught about 
power points and planets out of bounds, their work was 
mostly on mundane infl uences. After that they studied 
cardinal points and diff icult aspects in 8 (eight) and 16 
(sixteenth) harmonics, then converted longitude into 
declination, and found that planets in the natal chart, 
progressions, transits and declinational midpoints which 
fall to 0 ° and 23 ° 26` 08˝ bring additional strength and 
that the midpoint between the two bodies in longitude 
(16 ° 20 ‘N / S) has a secondary eff ect.
JOHN WILLNER, who was studying declinations 
for some 50 years, in his book THE POWERFUL 
PARALLELS, 1997., clearly defi ne the diff erences 
between northern and southern parallels and the 
diff erence between parallel and contra-parallel .
PAUL F. NEWMAN, 1999., presents original symbolic 
meanings for each degree of declination - something like 
Sabian symbols, but with a completely diff erent meaning 
and context, and through other works, clarifi ed the 
diff erences between northern and southern declination.
LEIGH WESTIN in the same year, 1999, presented data 
on Venus that is OOB in Taurus/Scorpio and Mars OOB 
in Leo/Aquarius. This work has its own importance and 
weight because Westin establishes the connection between 
the declinations and earth’s magnetic poles.
KT BOEHRER (Kate Bear), (1923-2004), has been 
intensively studying the declination and was known to the 
world as “Declination Lady” because of the book issued 
in 1994: “Declinations : Another Dimension”. Moreover, 
she has developed a new display system for declination 
chart and gave us a conversion table which facilitates 
locating the position in the relations of declination - the 
zodiacal position.

TECHNIQUES
1. The traditional Application
It includes a map with longitude positions in this list 
with declination ( Sefarial, Simmonite, Pearce, Leo De 
Luca, Robson, Hone, Jacobson, Mayo and Zain). The 
recommended orbit of 1°.
One approach to this problem was plotting sinusoidal chart 
within the traditional chart (Magi Society).
Bonnie Armstrong used the simple display mode of 
declination below the map so that the three lines drawn by 
each at the beginning of the numbered 23°27’N, with 0° in 
the middle and at the end of the 23°27’S, and the fi rst line 
presented natal planets, second progressed planets and third 
transit planets, all expressed in declination degrees.
2. Progressed Declinational Chart
Reinhold Ebertin in the book Astrological Healing (1989) , 
formed a graph, called Life Diagram, and charted 45 ° chart 
on which he used progressed declinations .
On the side are placed natal positions and watched the 
movement of the progressive planets through these natal 
line, which could provide insight into the health situation, 
whether physical or psychological.
Ebertin is frequently used this declinational graph when 
it was necessary to determine the time of treatment or 
surgery.
So, astrologers from German Hamburg astrology schools 
were a source of knowledge for American astrologers (Hans 
Niggeman, Otto Wilhelm, Richard Svehla, Ebertin).

3. Midpoints at declination
Ebertin presented semi circle representing the area for 
drawing declinations, divided as +/- 30°.
4. Longitudinal Equivalent
This technique is used to calculate longitudinal equivalent 
into the longitude.
It is a return from declinations to the longitude, this area 
has been defi ned and developedKt Boehrer by making 
charts, which are supposed to be an integral part Halloran’s 
software.
5. Out Of Bounds
Using an elliptical chart to plot the position of the planets 
it has been observed that most of the planets fi t within the 
map that looks like an eye. Some of them occasionally get 
out of the map, or is out of the boundaries of the map, so 
that Kt Boehrer formed this term - planets out of bounds. 
Besides this, she converted declination into longitudinal 
equivalents and gave conversion tables.

The sun’s movement - Declination
Most of the planet is within this range, however, there are 
always periods when certain planets cross this boundary. 
Then they go beyond the limits of that boundary (OOB 
- Out-Of - Bounds) or above | below the ecliptic in 
declination .
Planets that go OOB are:
Moon - almost to 29 ° every 18.6 years , when the North 
Node in the vicinity of 0 ° Aries (Major Lunar Standstill);
Mercury - 27 ° 
Venus - 28 °
Mars - 27 ° - with the provison that in 1907 he was at 28 
° 54’ S
Uranus and Pluto - with longer periods of time 
(months) 
Jupiter - sometimes - very short
Saturn and Neptune - NEVER.
Observing System astrological signs therefore starting 
from Aries to Pisces, declinational system is divided 
into two parts, as we have noted, to the north (+) and 
south (-). North areas are covering from 0 ° to 0 ° Aries 
Libra (Aries, Taurus, Gemini, Cancer, Leo and Virgo) 
and South areas are covering from 0 ° Libra to 0 ° 
Aries (Libra, Scorpio, Sagittarius, Capricorn, Aquarius 
and Pisces). Looking at the area corresponding to 
the maximum declination (N) on the 0 ° Cancer and 
minimum at 0 ° Capricorn (S). At this moment we have 
touched another famous astrological values - Solstice and 
Equinox . Together with 15 degrees of fi xed signs of these 
three values are - declination point of strength, and this 
area can be defi ned as :
a) Aries - Libra corresponds to 0° declination;
b) Cancer - Capricorn corresponds to 23°27’ north and 
south declination;
c) 15 ° fi xed signs corresponds to 16°20’5˝ north and 
south declination.
We can conclude that observing declination give us some 
additional information that is essential for any birth 
chart, either for prediction or mundane events. With the 
declination we can see:
-whether there is a planet OOB (out of bounds)
-whether there are any parallels
-whether there are any contra-parallels.
Bear in mind that the Sun is never out of bounds. The 
same applies to Saturn and Neptune in this our modern 
times. In fact, if the planet is placed in Gemini, Cancer, 
Sagittarius or Capricorn - that planet may be out of 
bounds. The Moon is another story. The Moon has a 
cycle in which he goes OOB for a few days, every two 
weeks, for a period of ten years and thereafter he doesn’t 
go OOB next nine years. The cycle is predictable. Again, 
Pluto makes an exception because of its extreme orbital 
changes.
This limit of 23 ° 27’ or ecliptic obliquity is not constant, 
but varies over time. For example, the Winter Solstice 
1999 was 23 ° 26’15˝, winter 2001 was 23 ° 26’20˝, the 
winter solstice in 2004 was 23 ° 26’27˝ and 2010 will be 
23 ° 26’17˝, thus varying from 21 ° 59’ - 24 ° 36’ in time 
range of 40 000 years.
Features OOB Planet
Observing planets out of bounds, we can say to people 
who have OOB planets, that their lives are plentiful of 
activities and events - more than an average human life.
Planets out of bounds are of great importance and have a 
strong infl uence on human character, bringing accelerated 
life activity, aff ecting the psychological profi le, and are 
often very active in the moments of accidents, illnesses, 
and other human activities. Even when the planet is not 
OOB transit of another planet who sits on the declination 
occupied by a planet in the natal chart is of great 
importance. If a transiting planet is found at the same 
declination as in the birth chart, then we have a parallel, 
but if it comes at the same declination but in relation to 
the natal planet in opposition then we are talking about 
counter- parallel.
People with OOB planets have no limits and do not 
accept limitations -mainly, for them there is no pausing or 
stopping, which can lead to the development of creativity 
and success, even above the expected capabilities - kind of

genius. People with OOB planets love to break the rules 
and create some of your “outside “ world. The ability 
of those with OOB planets is to achieve extraordinary 
things and overcome great obstacles in life.
It is clear that in every story there and then the other 
side - the dark side, and OOB planets negatively 
expressed, can lead to unstable behavior, behavior that 
is contrary to all the standards and values of civilization, 
as we defi ne them. OOB planets can lead to mental 
imbalance, or at the very least create a form of pressure 
and stress in a person’s life .
Looking at these two statements recall the one that says 
it is a very thin line between genius and insanity. It is 
both polarities observed in people with OOB planets.
Clearly, it does matter about which the planet we are 
talking, but taking into account the cycles of the planets 
and their movements it is certainly the Month who will in 
most cases be OOB.
OOB planets pushing the person that is trying more 
and more and more ... attempting to break through 
the boundaries that are set. Example from a foreign 
country is a doctor Jack Kevorkian, the doctor who 
advocates euthanasia of those who are terminally 
ill and that off icial medicine cannot help. Certainly, 
this is a topic that shocked every person in the world 
because it raises issues of moral rights of any person 
to take away another person’s life, while it would be 
moral to try everything in order to save that same life. 
Without going into the deeper issues of this topic, Jack 
Kevorkian has OOB Mercury in Gemini, and we know 
that Mercury is associated with doctors and treatment. 
In Roman mythology, Mercury was able to lull people 
with his magic stick or be a messenger of the dead. Jack 
Kevorkian had many repeated confl icts with the law 
because of his belief in the help of incurable patients 
completing suicide. Mercury at 25 ° 39’ N expressed 
radical behavior and belief about euthanasia - which is 
contrary to the intended social boundaries.
Looking OOB planets, takes into account the natal 
aspects because that way we gain a complete story. In 
order to interpret the meaning of a planet that is OOB, 
take its qualities and characteristics that are normally 
attributed to each planet and think that in extreme 
behavior such planets might be. Mars is OOB easily 
brings violence or excessive courage and physical energy, 
Venus OOB obsession brings beauty or exceptional 
artistic creativity ... The Moon is most often associated 
with emotional insecurity and problems that arise as a 
result of the relationship with her mother - the person 
who represents the mother. It brings uncertainty but 
also a person who is always trying to achieve more in life 
because of a subconscious need for success, prominence 
or material security which should replace the love and 
attention that a person has not received from the mother 
in childhood. Often this Moon is expressed in weight 
problems - food as a substitute for love and attention. 
Worse expression is when a person does not know how 
to say “no” because of the need to be accepted and 
loved. Sometimes the Moon OOB physically can be 
expressed as bipolar disorder. So, Moon OOB is an 
indicator of the constant threat of the basic security 
of the person: emotional, physical, material, spiritual 
and mental. Therefore, Moon OOB defi nes the degree 
of uncertainty fi rst in the emotional level, because the 
person at the slightest sign of “danger” react immediately 
(uncertainty brings fear), andthen to the physical or 
material (yielding excess weight, because food generates a 
temporary sense of security), and eventually it triggers a 
spiritual security (because it occurs as a guilt) and fi nally 
shows as mental insecurity and reactions (suspicion, 
mistrust and sometimes paranoia). These are extremely 
sensitive people who are suff ering in the process of going 
through life. Often this causes people trying to do more, 
achieve more, to ensure security as much as possible. 
Taking into account that in order to achieve outstanding 
results in any fi eld of life also takes a lot of working 
hours, we understand that these persons are indirectly 
distancing themselves from real human connection, 
trying on the one hand to fake connection and saying to 
themselves that they are connected, while on the other 
hand essentially loners - for fear of being harmed. This 
situation causes pressure and stress.
Furthermore, it is accepted opinion that it is not same 
expression of the OOB planet when the planet is moving 
north or south. Specifi cally, when the planet is OOB 
north, then planets are more open, outward facing and 
actively shows externally. Planets which OOB moving 
South, are more closed, inward-looking and actively shows 
on the domestic front .
The assumption that the planets are placed on the north 
declination indicate sowing karma, while those in the 
south declination indicate harvesting karma. So, the 
planet northern declination indicate karma we create for 
the next life, while those in the south declination indicate 
tasks that we must resolve in this life.

There is a belief that if the MC on the northern 
declination - it’s about a person who is at the center of 
public attention - politicians , statesmen, celebrities ... 
while those that MC is in the southern declination remain 
hidden from the public and lead a standard lifestyle.
According to the author, Sarah Laurent, there are two 
additional points of strength that we need to consider. 
She says that any planets above 14 ° 22’N points to a 
great power, strength, ability of a person to properly 
use energy, making her further capable for responsible 
management position and in control of their own spiritual 
development. Another point of strength is seen in the 
range of 0 ° to 14 ° 22’N which she says is an indicator of 
talent.
We could add up:
Planets northern declination - Planting karma 
Planet southern declination - Harvesting karma
MC on the northern declination - prominence in the 
public life 
MC on the southern declination - latency of the public 
life 
Planet above 14 ° 22’N points to a great power, strength
Planets ranging from 0 ° to 14 ° 22’N points to the talent 
Power points 23 ° 27’ - 16 ° 20’ - 0 °
Position of prenatal eclipses (PNE)
However, taking into account the insuff icient research in 
this area of astrology I believe that this list should be 
taken with a grain of salt and continue to explore the 
arguments.
As for the OOB planet we said that they behave 
extremely and without restrictions. They go to its limits 
in expressing the symbolism of that particular planet 
represents. So planet outside their symbolism can be 
expressed fully, clearly and loudly, but it can work quietly 
on your plans, goals and desires. The assumption is that 
a way of expressing therefore, open or covert, may depend 
on the position of the declination north or south, as well 
as aspects that OOB planet has. Out of Bounds planets 
are able to overcome the potential that was given to them 
in the birth chart, as the negative side were able to make 
behavior that is out of all socially acceptable standards. 
Short defi nition of Out of Bound planet can be expressed:
Unstable, behavior is out of bounds, behavior such as 
uranium, creative, violent
Describing OOB planets is it said that they tend to 
behave extremely, adventurous and bolder than those 
within their borders. If the OOB planet is badly aspected, 
planet may give up and lose all hope to achieve anything, 
become unhappy and sullen. If such planet is also ruler 
of the chart, the result can be a feeling of sublimity, not 
belonging to a group, and complete inability to fi t into 
the group. A person with such an OOB planet wonders 
why the people around him or her cannot understand his

20 charts had OOB planet - one or more, and all the 
charts belonged to people who had a clinical diagnosis 
of schizophrenia. In percentage saying 66 % of cards

Due to the fact that people with OOB planet prefer 
to demolish the rules, we should mention here and 
Albert Einstein, who had OOB Moon and who with his 
theory of relativity over previously established rules. 
Although he was dyslectic and was barely passing grade 
in mathematics during the school, however, positively

If we have the opposition and parallel, there is a 
confrontation, division and clash.
Looking at various aspects, often we see trine which is 
not accounted for, or some other aspect that behaves as 
if it is not there. There are two explanations when this 
situation is presented. The fi rst is that some aspect in the 
natal chart, which is not accounted, never made parallel, 
and presumably therefore excluded. Another possibility 
is that a positive or a light aspect has counter- parallel, 
and instead of bringing the good stuff brings bad things. 
Recall again - declination is the one who bounds events to 
the ecliptic where all the action takes place.
Because of this, it is important to evaluate each parallel 
and counter- parallel and on multiple levels. Accuracy 
in declination as per the longitude - orb should not be 
greater than the degree and a half, and preferably only

We also see that from 0° Aries/Libra to 15°Aries/Libra 
represents 5°55’ declination which is larger than the shift 
in the entire area of Aquarius from 0° to 30° (20°09’ - 
23°27’) or the Capricorn from 0° to 30° (23°27’ - 20 ° 09’), 
which is why some authors believe that one cannot take 
a degree orbit for parallels and contra- parallels, but is 
necessary to use a sliding scale orbit.
Parallels and contra- parallels are visible on declinational 
chart and point to the meanings that are similar to 
conjunctions and oppositions only in a stronger form. 
Namely, conjunction or opposition observed in chart 
(natal, transit), has some duration, whereas when it 
comes to the declination they are actually much longer 
duration.

Value of this observation is not only for natal charts but 
also in observation of cycles. In fact, this year, 05.02.2006, 
there were sequenced planets at 15° south declination 
(S) namely Sun, Mercury, Venus, Jupiter, Neptune and 
Pluto. Although Neptune and Pluto will remain on the 15 
° south declination long time recall that these 15 ° is only 
one degree of diff erence from 16 ° declination, that we

deduct from declinational maximum (23N27) and the 
result we get, using the conversion table, we convert to a 
longitudinal position of the Moon.

Using a conversion table we get :

With this system it is assumed that the position at 27S45 
is same as 16S05 - longitudinal equivalent.
Therefore Kt Boehrer made a conversion table in which 
you can easily carry out the conversion of declination in 
the longitudinal equivalent - north or south.
Why is this system of recalculating introduced? When we 
look at the birth chart it consists of 12 equal segments 
- characters - although in reality the zodiac is not equal 
segments. The basic idea is that Kt Boehrer developed 
is that not only that the planet is vibrating but its

longitudinal equivalent due to declination activities. 
However, let’s keep in mind that the mapping of the 
planet and longitudinal equivalents in one chart can 
create considerable confusion and from 30 points to 
consider. Therefore, it would be good to do two separate 
charts and compare them.
Looking at the position of the planets in the chart and 
adding the declination translated into longitudinal 
equivalent may give that the new position of the planet, 
fi nds something in front of or behind the planet in the 
chart. For example, Mercury natal at 15 °, a longitudinal 
position before would be equivalent to 14 ° 45’ and 
behind at 15 ° 15 ‘ of an astrological sign. If it is before 
- this is a trigger in the chart - the progressions, transits, 
and if it is behind - this is the explanation of why some 
people feel transits and after their passing.
Take for example the Mars square Saturn, which in some

Latitude:
Using English name Latitude, in astrological language , means meridian representing width: 
north latitude (the North Pole), and southern latitudes (towards the South Pole).
Longitude:
The use of English is called Longitude, in astrological language, means parallel, representing the 
length: West longitude (west of Greenwich), and east longitude (east of Greenwich).
These two values intersect and represent the earth’s map. The equator and the prime meridian 
are labeled with 0 degrees. Observing the Earth’s grid we recognize that meridians are marked 
from 0-90 North and 0-90 South, while the parallels marked 1-180 East and 0-180 West.
Earth’s net value of meridians and parallels are mapped on the celestial sphere. Celestial circle

divided into the northern and southern hemispheres.
Declination:
The zero level for measuring celestial Prime Meridian is the vernal point (0 °Aries). This point 
is still in astronomy called the initial hour circle. Declination coordinate composed of living 
within the circle of the equator. Declination is denoted by the Greek letter delta. Declination 
is measured in degrees, minutes and seconds. Thus, the declination is to be earth’s latitude or 
meridian, but mapped on the celestial sphere .
RA:
The role of zero degree for measuring celestial initial parallels is the starting hour circle (0 ° 
Aries ), and is measured only to the east. Distance from the initial hour of the circle to a point

So, we see some trigger elements. For those who are using asteroids, Toro is 26°51´ Capricorn conjunct natal Mars. 
One more thing has to be mentioned beyond declinations and that is quality of natal aspects. Venus square Mars 
always has some issues in male – female relationships. Any hard aspect between Sun and Jupiter has ego issues. And 
chart which is predominately with sextiles and trines always should raise suspicion, since that chart shows personality 
who thinks that easy way is the best way. And if we exclude Uranus, Neptune and Pluto we see that Venus has no ma-
jor aspect but only minor aspects (semi square Sun, semi sextile Jupiter, QuinqueUndecile Saturn) which are bringing 
inner confl icts.
In natal chart there are no OOB planets, but Moon, Mercury are parallel both contra-parallel Pluto at 16°, also known 
as Power Points. In PNE there is same position of Pluto, with Mars OOB (-24°48’). In Natal chart by aspects there 
is a Venus square Mars, Sun square Jupiter, Mars trine Uranus, Pluto. In fact the last aspect conjunction of Uranus – 
Pluto – opposition Saturn is generational aspect. So, this is not so dreadful chart. The question is why and what has 
triggered sexual assault and murder. 
If we cast a progressed declinational graphical chart we can see immediately that Moon is going OOB. 
If we extract tables of progressed Moon position we have 3 main OOB Moon period visible and these are: from 1967 – 
1973; 1983 – 1387 and fi nally 1996 – 1999 (the time when he was already arrested).
If we extract tables of progressed Mercury position we have OOB from 1985 – 2000.
If we extract tables of progressed Mars position we have Mars at power position in 1993.
If we extract tables of progressed Saturn position we have Saturn at 00° from 1985 – 1987. 
Now, if we use day-a-year method than we know that dates from 28 – 30 Dec 1967 do correspond to years 1996 to 
1998. In that period Moon was OOB, but more interesting is 45° chart which is attached. On 29th dec 1967, both 
Moon and Mercury were OOB, but Venus(-16°44’) and Mars (-15°38’) went on power points, making parallel to natal 
Moon, Mercury and contra-parallel to natal Pluto (+16°38’).

In 1998 there was a case of Brazilian serial killer called “Motoboy”. He killed more than 10 girls, in less than eight 
months, all of them with same signature: rape and murder. When caught he confessed crimes and showed the burial 
places. His name is Francisco de Assisi or saint Francis de Assisi, and a nickname “motoboy” was given since he was a 
driving motorcycle to deliver errands.
