There are different styles of reading for different situations. The technique you choose will depend on the purpose for reading. For example, you might be reading for enjoyment, information, or to complete a task. If you are exploring or reviewing, you might skim a document. If you're searching for information, you might scan for a particular word.

Scanning is a technique you often use when looking up a word in the telephone book or dictionary. You search for key words or ideas. In most cases, you know what you're looking for, so you're concentrating on finding a particular answer. It involves moving your eyes quickly down the page seeking specific words and phrases. Once you've scanned the text, you might go back and skim it. 
Scanning is a mode of fast reading which you use if you start with a predefined set of keywords and want to find out if a given text provides information on them. You leaf through the text and search for passages which contain your keywords.

Skimming is used to quickly identify the main ideas of a text. When you read the newspaper, you're probably not reading it word-by-word, instead you're scanning the text. Skimming is done at a speed three to four times faster than normal reading. People often skim when they have lots of material to read in a limited amount of time. Use skimming when you want to see if a text might be of your interest.
Skimming is a mode of fast reading which is used to get a rapid general impression of what a text is about. In this mode of reading, if the text you are reading is a non-fictional text, you may first look at its table of contents, the summary, and subject index.

O que diferencia a estratégia de Scanning da estratégia de Skimming é que na primeira, o leitor sabe o que está procurando, ou seja, ele está procurando uma informação específica. 
Já com a estratégia de skimming, o leitor está em busca de um sentido mais amplo do texto, muitas vezes para decidir se vai ler todo o texto de forma mais detalhada.
Skimming and scanning are modes of fast reading which can be practised by training in high speed reading. For an understanding of meaning to occur in speed reading, it is necessary to read in ‘chunks’. High speed reading is mostly sustainable for short bursts only. The mind needs pauses for evaluation and assimilation of information (time to think and digest).

Skimming - running the eyes over quickly, to get the gist
Scanning - looking for a particular piece of information
Extensive reading - longer texts for pleasure and needing global understanding

My personal position is that there is no clear answer to this question as there are such strong arguments on both sides. Perhaps it is possible for some museums and galleries to charge fees and for others not to. It will depend on the situation of the individual museum or gallery.
