First make a new image and fill it with a very pink color.
Filter > Render > Difference Clouds
This will invert the color and make clouds.
Filter > Pixelate > Mosaic...
If you are making a small piece of art, use ~10 pixels. If you are using a bigger piece of art like a
wallpaper, you can use around 5.
Filter > Stylize > Glowing Edges...
The chip is finished :D
