Durante a década de 90, o setor ferroviário argentino passou por um processo de regulamentação normativa. Com a privatização das ferrovias, a estrutura para desenvolver e aprovar os Padrões Técnicos do Ferrocarriles Argentinos desapareceu. Os contratos de concessão estabeleciam que os padrões atuais do FA deveriam ser seguidos e, se considerados desatualizados ou inadequados, sua modificação poderia ser proposta e autorizada. Em 1996, foi criado o CNRT como órgão de controle para concessões ferroviárias de passageiros metropolitanos e tem ocupado outros espaços em termos de normas, autorizações e até outros serviços ferroviários não contemplados em suas missões e funções originais.
