O papel das Câmaras Municipais no período colonial em relação à urbanização e saúde era atuar como um mecanismo de controle social, legal e administrativo na colônia. Embora as Câmaras Municipais tivessem a responsabilidade de determinar as melhores medidas para melhorar as condições de saúde da população em cada cidade, muitas vezes elas eram dominadas pelas elites ricas e usavam seu poder para manter o controle político e econômico.
