This is the spirit of the Energy Balance of the State of São Paulo 2017 - year 2016, it was done by the technical team of the Secretariat of Energy and Mining of the State of São Paulo. The publication is established as essential for studies of energy planning, feasibility of innovative technologies, search for energy efficiency and preservation of the environment, becoming an important tool for the application of public policies pertinent to the infrastructure sector. This edition is based on 2016 energy and socioeconomic information, including consolidated annual energy balances, tables and graphs that detail the evolution of energy supply and demand used by the economy of São Paulo, with the corresponding participation of the sectors involved. Sumário Executivo O Balanço Energético do Estado de São Paulo (BEESP) reúne os principais dados estatísticos do setor em publicação da Secretaria de Energia e Mineração. O objetivo é divulgar dados e informações a respeito de produção, transformação e consumo de energia no Estado. Com isso, o balanço torna-se uma ferramenta importante para análise da estrutura e evolução da Matriz Energética Paulista subsidiando estudos de planejamento e de política energética. Os dados e as informações contidas neste balanço devem ser vistas como um instrumento que auxilia estudos, análises e discussões dos aspectos técnicos na área energética paulista, especialmente àqueles voltados a oferta e a demanda de energia. Assim, o Balanço Energético do Estado de São Paulo – 2017, com base em dados referentes ao ano de 2016, apresenta as séries históricas do período de 2007 a 2016, discriminadas por insumos energéticos e por setores da economia. A consolidação desses dados é explicitada ano a ano em anexos no final deste documento, por meio dos quais se observam os fluxos de energia das diferentes fontes primárias e secundárias. Alguns dados e informações contidas em anos anteriores foram revisados, justificando-se desta maneira, as eventuais diferenças com dados de balanços de edições antecedentes. As estimativas das emissões de CO 2 foram calculadas segundo a metodologia mais utilizada internacionalmente, consolidada no âmbito do Greenhouse Gas Inventory - Reference Manual, com a participação do Intergovernmental Panel on Climate Change, International Energy Agency, Organization for Economic Cooperation and Development e United Nations Environment Programme. 1.1. Executive Summary The Energy Balance for the State of Sao Paulo (BEESP) is a collection of statistic data on this sector published by Secretariat of Energy and Mining. The purpose of this publication is to disclose data and information on the production transformation and consumption of energy in the State. As a result, this balance becomes an important tool for analyzing of the structure and evolution of the matrix energy in the State, providing the basis for energy policy and planning studies. The data and information contained in this balance should be seen as an aid instrument for the studies, analysis and discussions of the technical aspects of the State of Sao Paulo’s energy sector, particularly those involving energy supply and demand. Thus the Energy Balance for the State of Sao Paulo for 2017, based on data for the year 2016, presents the historic series of the 2007 to 2016 period according to energy inputs per economic sector. This data consolidation is provided, year by year, at the end of this document. It shows the energy flows from the different primary and secondary sources. Some of the data and information from previous years were revised. This explains possible differences with regard to data supplied in the balances of previous editions. The estimates of CO 2 emissions were calculated according to the most used international methodology, consolidated in the Greenhouse Gas Inventory - Reference Manual, with the participation of the Intergovernmental Panel on Climate Change, International Energy Agency, Organization for Economic Cooperation and Development and the United Nations Environment Programme. 10 Balanço Energético do Estado de São Paulo - Ano Base 2016 São Paulo State Energy Balance - year 2016 Capítulo 01 - Chapter 01 Secretaria de Energia / Energy State Secretariat A unidade apresentada nos balanços consolidados é o toe (tonelada de óleo equivalente), em substituição à unidade tep (tonelada equivalente de petróleo) utilizada até a edição do ano base de 2005 do BEESP. Apesar desta distinção em relação aos consolidados do Balanço Energético Nacional (BEN), os quais são apresentados na unidade tep, seus valores são compatíveis entre si, uma vez que ambos adotam 10x109 cal como fator de conversão para tep ou toe. This unit shows the consolidated balances is the toe unit (ton of oil equivalent), instead of the tep unit (ton of petroleum equivalent) used till the 2005 edition of the BEESP. Despite this distinction with regard to the consolidated data of the National Energy Balance (BEN), which shows the data in the tep unit, their values are mutually compatible since they both adopted 10x109 cal as the conversion factor for tep or toe. 1.2. Estado de São Paulo 1.2. The State of São Paulo O ano de 2016 apresentou uma retração na capacidade produtiva do Estado em relação ao ano anterior em função do desempenho negativo dos setores industrial e de serviços e positivo da agoopecuária. Tal situação deveu-se basicamente a crise econômica enfrentada pela nação ao longo de 2016, São Paulo inclusive, fruto em parte da aceleração inflacionária, redução do crédito, perda de mercados internacionais, retração na indústria dos segmentos de veículos, máquinas e aparelhos eletrônicos, entre outros, resultando na deterioração do quadro de emprego e no desestimulo do consumo de bens e serviços. The year 2016 showed a decline in the productive capacity of the State over the previous year due to the negative performance of the industrial and service sectors and positive agricultural. Para o Estado de São Paulo, segundo dados da Fundação SEADE, o PIB paulista de 2016 recuou cerca de -2,9% em relação ao ano anterior, sendo de +5,5% do setor primário, -5,8% do setor secundário e -1,9% do setor terciário. Em termos energéticos os resultados obtidos pelo BEESP 2017 – ano base 2016 foram os seguintes: A Oferta Total de Energia (produção + importações + variação de estoques) no Estado de São Paulo, em 2016, foi de 97.948x10³ toe, significando um decréscimo de -4,7% em relação ao ano anterior (102.783x10³ toe). Em termos de energia primária, os insumos energéticos que apresentaram crescimentos na oferta foram o gás natural com 6,7%(6.454x10³ toe), energia hidráulica com 8,8%(5.084x10³ toe) e a lixívia com 6,0%(1.554x10³ toe). Todos os demais insumos energéticos apresentaram decréscimo em relação ao ano anterior, a saber: petróleo com -10,1%, carvão metalúrgico com -98,6%, lenha com -5,0%, bagaço com -1,9% e caldo de cana com -13,0%. Em termos de energia secundária houve um acréscimo de 7,5% em relação ao ano de 2015. A Oferta Interna Bruta de Energia – OIE (Oferta Total – Exportações) apresentou uma retração de -5,4% em relação ao ano anterior. A OIE de energia primária diminuiu -8,0% e a de energia secundária -28,7%. Os insumos energéticos que mais contribuíram para esse decréscimo foram o carvão metalúrgico com -98,6%, o coque de carvão mineral com –93,9%, e o óleo diesel com -27,1%. According to the IBGE, the Brazilian GDP(Gross Domestic Product) in 2016 showed a decrease with regard previous year, with a growth rate of -3,6%. For the State of São Paulo, according to data from the SEADE Foundation, GDP São Paulo State to 2016 retreated approximately of -2,9% over the previous year, of +5,5 % in the primary sector, -5,8% of secondary sector and -1,9% of the tertiary sector. In energy terms, the BEESP’s results for 2017– base year 2016 were as follows: The total supply of energy (production + imports + variation of stocks) in the State of São Paulo in 2016 was 97.948x10³ toe, which is a -4,7% decrease with regard to the previous year (102.783x10³ toe). In terms of primary energy, the energy inputs that were experienced growth in supply natural gas with 6,7%, (6.454x10³ toe), hydropower with 8,8,0% (5.084x10³ toe) and black liquor with 6,0%(1.554x10³ toe). All the remaining energy inputs show drops with regard to the previous year, namely: petroleum with -10,1%, metallurgical coal with –98,6%, firewood with -5,0%, bagasse with -1,9% and sugar cane juice with -13,0%. In terms of secundary energy, there was a increase of +7,5% with regard to the year 2015. The Gross Domestic Supply of Energy – OIE (Total Supply – Exports) showed a retraction of -5,4% with regard to the previous year, in which the OIE of the primary energy decrease -8,0% and the secondary energy -28,7%. The energy inputs that contributed most to the decrease were the metallurgical coal with -98,6%, the coal coke with -93,9% and the diesel oil with -27,1%. 12 Balanço Energético do Estado de São Paulo - Ano Base 2016 São Paulo State Energy Balance - year 2016 Capítulo 01 - Chapter 01 Secretaria de Energia / Energy State Secretariat A participação das energias renováveis na Oferta Interna Bruta de Energia - OIE - foi de 60,8%, com destaque para os derivados da cana 37,3% e hidráulica e eletricidade com 17,5%. A participação das energias não renováveis na OIE foi de 39,2%, com destaque para petróleo e derivados com 32,5% e gás natural 6,7%. Em termos gerais, o perfil de evolução dos principais indicadores do BEESP (produção, importação, exportação, e consumo final energético) entre 2007 e 2016 estão representados no gráfico a seguir: The participation of renewable energies in the Gross Domestic Supply of Energy was 52,0%, the outstanding types being the sugar cane by- products 29,3% and hydraulics and electricity with 18,9%. The non-renewable energies in the Internal Supply of Energy had a 48,0% share, the outstanding types being petroleum and its by-products with 38,7% and natural gas 6,7%. In general terms, the evolution profile for the BEESP’s main indicators (production, imports, exports, and final energy consumption) from 2007 to 2016 is shown in the chart folowing: Constata-se um crescimento na produção de energia primária próxima de 28,1% no período (2007-2016), passando de aproximadamente 34.526 x 10³ toe para 44.233 x 10³ toe, devido principalmente aos insumos primários renováveis (caldo de cana, melaço, bagaço e lixívia). O consumo também teve um crescimento da ordem de 10,8% no período. Já as importações de energia, constituídas em maioria por petróleo e seus derivados, registraram um decréscimo de -5,7% e as exportações registraram um decréscimo de -2,3%. The primary energy production growth shown is close to 28,1% in the period (2007-2016), increasing from approx. 34.526 x 10³ toe to approximately 44.233 x 10³ toe, particularly because of renewable primary inputs (sugar cane juice, molasses, bagasse and black liquor). Consumption also has a growth of approximately 10,8% over the period. A Suficiência de Energia em 2016 foi de 52,6% do uso total do Estado, superior 5,2% em relação ao ano anterior. Entende-se suficiência de energia como sendo a operação algébrica entre a demanda por energia (consumo + transformação + perdas) menos importações mais variações de es toques menos exportações. O detalhamento desses números encontra-se na Tabela 5-01. No último ano, houve um acréscimo devido, principalmente ao aumento da quantidade de cana-de-açúcar processada no Estado de São Paulo. These values demonstrate the importance of renewable raw materials (products from sugarcane sector, paper and pulp industries) in the evolution of the energy production and supply in the state, thus reinforcing Sao Paulo’s energy matrix profile, which becameone of the cleanest from the environmental point of view. At the same time, this led to greater reliability in the energy supply to cope with the state requirements. The energy sufficiency in 2016 was 52,6% of the state total use, 5,2% higher than in the previous year. By energy sufficiency is meant the algebraic operation between by energy demand (consumption + transformation + losses) minus imports plus variation of stocks minus exports. These figures are shown in detail in Table 5-01. Last year, there was an increase due mainly to the increased amount of sugarcane processed in State of São Paulo. A seguir, é apresentado um quadro contendo a evolução da suficiência de energia: The following table shows the evolution of energy sufficiency: O Total da Transformação (Centros de Transformação onde a energia primária é convertida em energia secundária) em 2016 no Estado de São Paulo apresentou um decréscimo de -43,6% devido principalmente a retração do volume de processamento das destilarias de cana-de-açúcar para a produção de etanol hidratado. O principal destaque negativo, foi a paralisação quase total da maior siderúrgica do Estado de São Paulo, com uma queda expressiva no uso do carvão metalúrgico e seus derivados. Ao analisarmos a tabela a seguir veremos uma certa estabilidade. Esta estabilidade demonstra que mesmo em período de equilíbrio econômico, a busca por uma maior eficiência nos usos finais necessita de investimentos em inovação tecnológica, mudanças de hábitos e usos dos equipamentos. The Energy Intensity, understood as the ratio between the final consumption of energy (10³ toe) and the gross domestic product (106 R$), represents the amount of energy required to produce a unit of product expressed in toe / R$. Analyzing the table below we can see some constancy. Já para o Consumo “per capita” de Energia, compreendido como sendo a relação entre o consumo final de energia (em 10³ toe) pelo número de habitantes (106 hab.) constata-se que a participação “per capita” no consumo energético, aumentou gradativamente de 2008 a 2013, com uma pequena inflexão em 2011. Essa estabilidade demonstra o efeito de uma economia estável e consequente aumento do poder aquisitivo. A partir de 2014, entretanto, face ao desaquecimento geral da economia nacional, ocorre uma significativa retração dos valores apresentados, podendo ser facilmente observado por meio da queda da OIE. O Consumo Final (Energético + Não Energético) em 2016 registrou um decréscimo de -3,8% em relação ao ano anterior (69.322x10³ toe/72.057x10³ toe), como resultado da diminuição de -4,2% nos usos Energéticos (65.753x10³ toe/68.651x10³ toe) e do acréscimo de 4,8% nos usos Não Energéticos (3.569x10³ toe/3.406x10³ toe). Houve redução do gás de coqueria (-99,4%) coque de carvão mineral (-99,2%), de outros energéticos de petróleo (-48,3%) e do óleo combustível (-17,6%), quando comparados com o ano anterior. 1.3. Participação da Energia Elétrica do Estado de São Paulo no Contexto Nacional. No ano de 2016 o consumo de energia elétrica, incluindo autoprodutores, foi de 145.515 GWh. Um acréscimo de +0,3% em relação ao ano anterior (145.106 GWh). Os setores papel e celulose, química, alimentos e bebidas, e mineração apresentaram expansão em 2016 em relação a 2015 de cerca de 8,0%, 3,5%, 3,2% e 2,9% respectivamente. Os demais setores apresentaram retração no mesmo período. Dentre as principais quedas podemos destacar os setores Ferro-Gusa e Aço (-82,9%), Ferro Ligas (-64,8%) e cimento (-11,0%). Com um acréscimo de +41,2%, no período, a autoprodução de eletricidade apresentou um patamar de 14.264 GWh, ante 10.099 GWh do ano anterior. Em dezembro de 2016, a capacidade instalada no Estado de São Paulo, por meio de suas usinas hidrelétricas e termelétricas, era de 23.062 MW, correspondente a aproximadamente 15,2% do total da capacidade instalada no Brasil. Observa-se que aOferta Total atingiu 97.948 x 10³ toe, composta em sua maior parte pelo Petróleo e Derivados (39,7%) e Cana-de-Açúcar (29,7%). A Energia Hidráulica participou com 5,2%, o Gás Natural com 6,6%, o Carvão Mineral com 0,01% e os demais segmentos com 18,8%. Com relação à utilização da Oferta Total de Energia, mais da metade foi para os setores Industrial e de Transportes que consumiram 30,3% e 23,0%, respectivamente. Figure 1.1 represents in a synthetic way the Energy Overall Flow in the State of Sao Paulo in 2016 in the 10³ toe unit. The total supply reached 97.948 x 10³ toe, most of it provided by petroleum and its by-products (39,7%) and sugar cane (29,7%). The hydraulic energy share was 5,2%, natural gas 6,6%, coal 0,01%, and the remaining segments 18,8%. With regard to the Total Energy Supply, more half of it was supplied to the industrial and transport sectors with a consumption of 30,3% and 23,0%, respectively. Observa-se que em 1991, os Derivados de Petróleo, detinham uma participação de 41% do consumo final energético, a Biomassa 27%, a Eletricidade 18% e o restante dos energéticos 14%. Em 1996, a parcela relativa aos Derivados de Petróleo ficou em torno 45%, caindo para 34% em 2006, sobe para 36% em 2011 e volta novamente a cair em 2016 quando ficou em 33%. Charts 1.1 to 1.6 show the structure of share classes in Final Energy Consumption for years 1991, 1996, 2001, 2006, 2011 and 2016. In these charts, we highlight the prevalence of consumption of petroleum products to the harsh conditions imposed by successive oil price shocks (1973 and 1979). It is observed that in 1991, the Oil Products, held a 41% share in the final consumption, 27% Biomass to Electricity 18% and the other energy products 14% energy. Os demais energéticos apresentaram as seguintes participações: Óleo Combustível 0,01%, Gás Natural 1,0% e Eletricidade 1,0%. O Transporte Rodoviário foi responsável por cercade 88,2% do total do consumo deste setor. O setor Residencial (gráfico 1.9), continua apresentando um consumo predominante de Eletricidade para iluminação, refrigeração e aquecimento de água da ordem de 62% do total. A cocção de alimentos por meio de fogões a base de GLP significou 25%, de Lenha 8% e 5% correspondem a outros energéticos, entre os quais o Gás Natural, cuja participação neste setor ainda é pouco representativa. Tanto o setor Comercial quanto o setor Público – (gráfico 1.10) apresentaram juntos um consumo de energia de 3.904 x 10³ toe. A Eletricidade apresentou uma participação de 87,0% do total, o GLP 7,0% o Óleo Diesel 1,0% e os demais energéticos 5,0%. A Eletricidade é o insumo energéticocom maior participação nestes setores. Seus usos finais estão associados predominantemente a iluminação pública e privada, acionamentos elétricos e hidráulicos de elevadores, escadas rolantes e esteiras, além de condicionamento de ar em ambientes comerciais. O GLP e o Gás Natural são utilizados principalmente nas atividades correspondentes a cocção de alimentos, aquecimento de água, armazenamento de materiais perecíveis e sistemas de proteção e segurança. Para completar esta visão global da estrutura do consumo final por setor no Estado de São Paulo em 2016, são apresentados dados referentes ao petróleo importado do exterior e processado nas refinarias instaladas em São Paulo. A dependência de petróleo, definida como sendo a fração de petróleo importado do exterior em relação ao consumo final, descontadas as exportações, apresentou uma participação de 45 % em 2016. The residential sector (Chart 1.9) continues with its prevalent consumption of electricity for lighting, cooling and water heating of about 62% of the total consumption. Food cooking based on LPG reached 25%, firewood 8% and other energy products 5%, including Natural Gas, whose participation in this sector is still little representative. Both the commercial and public sectors – Chart 1.10 showed a joint consumption of energy of 3.904 x 10³ toe. Electricity was responsible for 87,0% of the total, LPG 7,0%, diesel oil 1,0% and other energy products 5,0%. Electricity is the energy input with the greatest share in these sectors. Its application involves public and private lighting, electric and hydraulic driving mechanisms of elevators, escalators and belts, besides air conditioning in commercial environments. LPG and natural gas are used particularly in food cooking activities, water heating, storage of perishable materials, protection and security systems. Information on petroleum imported from abroad and processed by refineries installed in the State of Sao Paulo is supplied to complete this overview of the final consumption by sector in the State of Sao Paulo for 2016. Constata-se um crescimento expressivo nos volumes processados a partir de 2010, ocorrendo, entretanto, uma inflexão desses valores a partir de 2014. Isto deveu-se inicialmente a um aumento da capacidade de refino das 5 refinarias do Estado, mais um forte incremento nas exportações de derivados de petróleo. Diante da crise econômica iniciada em 2014, houve uma redução do consumo interno de alguns combustíveis como óleo combustível e gasolina. Maiores detalhes podem ser encontrados no capítulo 3 – Oferta e Demanda de Energia por Fonte. In terms of processed load, all the refined petroleum in the State of Sao Paulo is transformed in petroleum by-products as can be seen in the figure below. There is an expressive growth in the volumes processed from 2010, however, occurring an inflection of these values from 2014. This was initially due to an increase in the refining capacity of the 5 refineries in the state plus an increase in the export of petroleum by-products. Faced with the economic crisis that began in 2014, there was a reduction in the domestic consumption of products such as fuel oil and gasoline. O setor sucroalcooleiro, descrito detalhadamente no Anexo 9.1, apresentou ao longo da safra 2016/2017 uma retração na quantidade de cana processada de -1,9% em relação ao ano anterior (361.174 x 10³t ante 368.323 x 10³t). Os resultados de 2016 indicam que o BEU correspondeu a aproximadamente 52,0% da energia final consumida pelo Estado de São Paulo (34.195 x 10³ toe / 65.753 x 10³ toe). A relação energia final/energia útil dos principais setores foi: 33,8% dos transportes; 62,7% da indústria; 56,8% do residencial e 55,1% do comercial. As emissões de CO 2 ocorridas ao longo de 2016 no Estado de São Paulo encontram-se descritas detalhadamente no Anexo 9.6. Os coeficientes adotados para se calcular tais emissões foram aqueles utilizados pelo IPCC/OCDE - Painel Internacional de Mudanças Climáticas - Intergovernmental Panel on Climate Change, de 1993, e submetidos às revisões de 2003 conforme recomendações da CETESB, Secretaria Estadual do Meio Ambiente. As emissões de CO 2 no Estado de São Paulo em 2016 foram de 72,29 x 106 tCO 2 /ano, devidas principalmente em função da retração do consumo energético ocorrido em relação aos anos anteriores. Os setores que mais contribuíram para que isso ocorresse foram o Transporte com 48,0 x 106 tCO 2 e a Indústria com 14,6 x 106 tCO 2 . Dentre os combustíveis, os mais impactantes foram o Óleo Diesel com 29,85 x 106 t CO 2 , a Gasolina com 15,51 x 106 tCO 2 e o Gás Natural com 9,96 x 106 tCO 2 . The Useful Energy Balance – BEU describes the effective energy portions available for use considering the process energy efficiency estimates in the various sectors of activity and the main final uses adopted. The detailing and comparison with previous years can be found in Annex 9.5. The 2016 results indicate that the BEU corresponded to approximately 52,0% of the final energy consumption of the State of Sao Paulo, (34.195 x 10³ toe / 65.753 x 10³ toe).
