What is the minimum content of a municipal integrated solid waste management plan?


I - Diagnosis of the situation of solid waste generated in the respective territory, containing the origin, volume, characterization of waste and the forms of destination and final disposal adopted;
II - Identification of favorable areas for environmentally adequate final disposal of rejects, observing the master plan referred to in § 1 of art. 182 of the Federal Constitution and environmental zoning, if any;
III - Identification of the possibilities of implementing consortium or shared solutions with other municipalities, considering, in the criteria of economies of scale, the proximity of established locations and forms of prevention of environmental risks;
IV - Identification of solid waste and generators subject to specific management plan under art. 20 or to a reverse logistics system in the form of art. 33, observing the provisions of this Law and its regulation, as well as the norms established by the Sisnama and SNVS bodies;
V - Operational procedures and minimum specifications to be adopted in public urban cleaning services and solid waste management, including environmentally adequate final disposal of rejects and observing Law No. 11,445, of 2007;
VI - Operational and environmental performance indicators of public urban cleaning services and solid waste management;
VII - Rules for the transport and other stages of solid waste management referred to in art. 20, observing the norms established by the Sisnama and SNVS bodies and other relevant provisions of federal and state legislation;
VIII - Definition of responsibilities regarding its implementation and operationalization, including the stages of the solid waste management plan referred to in art. 20 under the responsibility of the public authority;
IX - Technical training programs and actions aimed at its implementation and operationalization;
X - Environmental education programs and actions that promote non-generation, reduction, reuse, and recycling of solid waste;
XI - Programs and actions for the participation of interested groups, especially cooperatives or other forms of association of collectors of reusable and recyclable materials formed by low-income individuals, if any;
XII - Mechanisms for creating business sources, employment, and income by valuing solid waste;
XIII - System for calculating the costs of providing public urban cleaning services and solid waste management, as well as the form of charging for these services, observing Law No. 11,445, of 2007;
XIV - Reduction, reuse, selective collection, and recycling goals, among others, aimed at reducing the amount of rejects sent for environmentally adequate final disposal;
XV - Description of the forms and limits of the participation of the local public authority in selective collection and reverse logistics, respecting the provisions of art. 33, and other actions related to shared responsibility for the life cycle of products;
XVI - Means to be used for control and inspection, locally, of the implementation and operationalization of solid waste management plans referred to in art. 20 and reverse logistics systems provided for in art. 33;
XVII - Preventive and corrective actions to be taken, including monitoring program;
XVIII - Identification of environmental liabilities related to solid waste, including contaminated areas, and respective remediation measures;
XIX - Periodicity of its review, observed primarily the period of validity of the municipal multi-year plan.
