• Define the level of biosafety to be applied to GMOs and their uses, and their respective procedures and safety measures regarding their use, in accordance with the norms established in the regulation of this Law, as well as regarding their derivatives.
• Classify GMOs according to the risk class, observing the criteria established in the regulation of this Law.
• Monitor the development and technical-scientific progress in the biosafety of GMOs and their derivatives.
• Issue normative resolutions on matters within its competence.
• Technically support the competent bodies in the process of preventing and investigating accidents and illnesses, verified during projects and activities with recombinant DNA/RNA techniques.
• Technically support the registration and inspection bodies and entities in the exercise of their activities related to GMOs and their derivatives.
• Publish in the Official Gazette of the Union, prior to analysis, the extracts of the pleadings and, subsequently, the opinions of the processes submitted to it, as well as give broad publicity in the Biosafety Information System - SIB to its agenda, processes under way, annual reports, minutes of meetings, and other information about its activities, excluding confidential information of commercial interest, pointed out by the proponent and thus considered by CNTBio.
• Identify activities and products resulting from the use of GMOs and their derivatives that are potentially causing environmental degradation or that may pose risks to human health.
• Re-evaluate its technical decisions at the request of its members or by appeal of the registration and inspection bodies and entities, based on new facts or scientific knowledge that are relevant to the biosafety of the GMO or derivative, in the form of this Law and its regulation.
• Propose the conduct of scientific research and studies in the field of biosafety of GMOs and their derivatives.
• Present a proposal for internal regulations to the Minister of Science and Technology.

Os objetivos da Comissão Técnica Nacional de Biossegurança (CTNBio) são: - Estabelecer normas para pesquisa com OGMs e derivados de OGMs. - Estabelecer normas para atividades e projetos relacionados a OGMs e seus derivados. - Estabelecer, dentro de suas competências, critérios de avaliação e monitoramento de riscos para OGMs e seus derivados. - Analisar a avaliação de risco caso a caso para atividades e projetos envolvendo OGMs e seus derivados. - Estabelecer os mecanismos de funcionamento das Comissões Internas de Biossegurança - CIBio, dentro de cada instituição dedicada ao ensino, pesquisa científica, desenvolvimento tecnológico e produção industrial envolvendo OGMs ou seus derivados. - Estabelecer requisitos de biossegurança para autorização de operação de laboratório, instituição ou empresa que desenvolverá atividades relacionadas a OGMs e seus derivados. - Relacionar-se com instituições focadas em biossegurança de OGMs e seus derivados, nacional e internacionalmente. - Autorizar, registrar e monitorar atividades de pesquisa com OGMs ou derivados de OGMs, de acordo com a legislação vigente. - Autorizar a importação de OGMs e seus derivados para atividades de pesquisa. - Fornecer suporte técnico e serviços de consultoria ao Conselho Nacional de Biossegurança (CNBS) na formulação da Política Nacional de Biossegurança (PNB) para OGMs e seus derivados. - Emitir um Certificado de Qualidade em Biossegurança - CQB para o desenvolvimento de atividades com OGMs e seus derivados no laboratório, instituição ou empresa e enviar uma cópia do processo às agências de registro e inspeção. - Emitir uma decisão técnica, caso a caso, sobre a biossegurança de OGMs e seus derivados no âmbito das atividades de pesquisa e uso comercial de OGMs e seus derivados, incluindo classificação quanto ao grau de risco e nível de biossegurança exigido, bem como medidas de segurança necessárias e restrições de uso. - Definir o nível de biossegurança a ser aplicado aos OGMs e seus usos, e seus respectivos procedimentos e medidas de segurança em relação ao seu uso, de acordo com as normas estabelecidas na regulamentação desta Lei, bem como em relação aos seus derivados. - Classificar os OGMs de acordo com a classe de risco, observando os critérios estabelecidos na regulamentação desta Lei. - Monitorar o desenvolvimento e o progresso técnico-científico na biossegurança de OGMs e seus derivados. - Emitir resoluções normativas sobre assuntos de sua competência. - Apoiar tecnicamente os órgãos competentes no processo de prevenção e investigação de acidentes e doenças verificados durante projetos e atividades com técnicas de DNA/RNA recombinante. - Apoiar tecnicamente os órgãos e entidades de registro e inspeção no exercício de suas atividades relacionadas a OGMs e seus derivados. - Publicar no Diário Oficial da União, antes da análise, os extratos das petições e, posteriormente, as opiniões dos processos submetidos a ela, bem como dar ampla publicidade no Sistema de Informação em Biossegurança - SIB à sua agenda, processos em andamento, relatórios anuais, atas de reuniões e outras informações sobre suas atividades, excluindo informações confidenciais de interesse comercial, apontadas pelo proponente e assim consideradas pela CTNBio. - Identificar atividades e produtos resultantes do uso de OGMs e seus derivados que estejam potencialmente causando degradação ambiental ou que possam representar riscos à saúde humana. - Reavaliar suas decisões técnicas a pedido de seus membros ou por recurso dos órgãos e entidades de registro e inspeção, com base em novos fatos ou conhecimentos científicos relevantes para a biossegurança do OGM ou derivado, na forma desta Lei e sua regulamentação. - Apresentar uma proposta de regulamento interno ao Ministro da Ciência e Tecnologia.
