I always found some examples in the past tense from a dictionary or conversational 
English book. But I don't know why the examples like the following are always in the past 
tense? Do they mean the actions are in the past? Or something else?

Observamos no relato o uso de verbos diversos: like, are, mean, know, cuja 
conjugação encontra-se no presente simples e found no passado simples.
