first make a new picture (ctrl+n) with these settings:

FIRST ENLARGE THE DOCUMENT SO YOU CAN SEE IT .

then draw an X like so
you might not be able to see it in the preview coz I used the color gray [205,205,205]
:STEP THREE:
Go to edit > define pattern and you should get this window
Give the pattern a name , mine is "Gate Pattern"
:STEP FOUR:
Open a picture that you want to insert the pattern into.
mine is the Call For Help logo)
:STEP FIVE:
Then click the button to create a new layer or press ctrl+shift+n
select your new layer and name it pattern. Then select the and make its settings as
following
Select fill mode to pattern and pattern to the pattern we created earlier on.
select the pattern layer and fill it with the tool.
And voila you get this
