According to the Organic Law of Social Assistance (LOAS), social assistance has as one of its principles:


a) Mobilize organized civil society to distribute emergency aid to combat poverty.
b) Recognize the supremacy of assistance benefits, submitted to civil society through non-governmental organizations.
c) Seek the universalization of social rights, in order to make the recipient of social assistance reachable by other public policies.
d) Advocate the responsibility of philanthropic entities and non-profit entities in coordinating social assistance policy.
e) Encourage participatory solidarity campaigns and the creation of income transfer programs through citizen companies.
