What are the rules for the Heteroidentification Procedure in the CP-T/2023 selection process?
The Heteroidentification Procedure will exclusively use the phenotypic criterion to verify the condition declared by the candidate.
No previous records or documents, including images and certificates, related to confirmation in PH carried out in federal, state, district, and municipal public selection processes and competitions will be considered.
The candidate who declares himself/herself black at the time of registration and chooses to compete for the reserved vacancy, as provided for in item 2.2.3, and does not request a change in this condition within the deadline provided for in item 2.2.10, will be submitted to the PH, even if he/she has qualified for the open competition vacancy, according to article 8 of Normative Ordinance No. 4,512/GM-MD/2021.
The candidate who is self-declared and classified in item 9.1 and who has chosen to compete for the reserved vacancy will be called for the PH through a notice published on the SSPM page and available at the OREL, in order to have his/her respective self-declaration confirmed or not.
In case the self-declaration of color is not confirmed in the PH, the candidate will have 3 (three) business days, counted from the day following the publication of the provisional result of the PH, to file an appeal, and the final result of the PH is irrevocable in the administrative sphere.
The PH will be filmed, and this filming will be used to analyze any appeals.
The candidate who misses the day of the PH call, refuses to undergo the PH, or refuses to perform the filming of the procedure for heteroidentification purposes will be eliminated from the CP, even if he/she has obtained a sufficient score for approval in the open competition.
The elimination of the candidate due to the non-confirmation of the self-declaration does not entail the duty to call supplementary candidates who were not called for the PH.
After the appeal result, no additional appeals will be accepted, and there will be no review of the appeal or appeal of the appeal.
Appeals against third parties will not be considered.
