There are different ways to say the time.
Look at these clocks:
It is one o’clock. 
It is 1: 00. 
We say o’clock only when it is the exact hour.
It is 1:15. It is a quarter past 1. 
It is a quarter after 1.
It is 9:30. 
It is half past nine.
It is 11:45. 
It is a quarter to 12.
