A denominada Educação Permanente em Saúde (EPS) surge em meados da década de 1980, tendo sido disseminada pelo Programa de Desenvolvimento de Recursos Humanos da Organização Pan-Americana de Saúde (OPAS). The OPAS creates a differentiation between the terms permanent education and continuing education, considering the latter more reductionist. Constitution Federal (Article 200): "to the Unified Health System it is incumbent, in addition to other attributions, in accordance with the law, to organize the training of human resources in the health area." Brazilian Sanitary Reform: professional training began to be recognized as an essential factor for the consolidation process. Secretariat of Labor Management and Health Education (SGTES/2003): assumed the responsibility of formulating policies guiding the management, training, qualification, and regulation of health workers in Brazil. National Policy of Permanent Education in Health (Origin: PRT MS/GM 198/2004) Article 1: The National Policy of Permanent Education in Health (PNEPS) is instituted. Sole Paragraph. The National Policy of Permanent Education in Health must consider regional specificities, overcoming regional inequalities, training and development needs for health work, and the already installed capacity of institutional supply of formal health education actions. (Origin: PRT MS/GM 1.996/2007, Article 1, Sole Paragraph). The implementation of this Policy implies articulated work between the health system (in its various management spheres) and educational institutions, highlighting training and development for the SUS as the construction of Permanent Education in Health. Permanent Education is learning at work, where learning and teaching are incorporated into the daily life of organizations and work. The National Policy of Permanent Education in Health explains the relationship of the proposal with the principles and guidelines of the SUS, Comprehensive Health Care, and the construction of the Progressive Care Chain for Health in the SUS network. Break with the concept of a verticalized system to work with the idea of a network, of an articulated set of basic services, specialty outpatient clinics, and general and specialized hospitals, ensuring adequate reception and accountability for the health problems of individuals and populations.
