O objetivo do Contrato Organizativo da Ação Pública da Saúde (COAP) é organizar e integrar as ações e serviços de saúde na rede regionalizada e hierarquizada, garantindo a continuidade do acesso às ações e serviços de saúde na respectiva área de atuação, definindo as regras de gestão compartilhada do SUS nos níveis estadual e municipal, assegurando a integralidade da atenção à saúde e a universalidade das ações e serviços, além de integrar a organização, o planejamento e a execução das ações e serviços de saúde.
