O artigo 124 da Constituição do Estado de São Paulo estabelece que os servidores da administração direta, das autarquias e das fundações instituídas ou mantidas pelo Poder Público terão um único regime jurídico e planos de carreira. A lei garantirá aos servidores da administração direta isonomia de vencimentos para cargos de atribuições iguais ou assemelhadas do mesmo Poder, ou entre servidores dos Poderes Legislativo, Executivo e Judiciário, ressalvadas as vantagens de caráter individual e as relativas à natureza ou ao local de trabalho.
