De acordo com a Lei Federal nº 6.938 (Brasil, 1981), o ambiente é definido como o conjunto de condições, leis, influências e interações de ordem física, química e biológica, que permite, abriga e rege a vida em todas as suas formas. A lei também define o conceito de degradação ambiental e o poluidor como a pessoa física ou jurídica responsável pela atividade que causou a degradação ambiental e dos recursos ambientais.
