It is an honor to follow and execute the same position as that one day taken on by leaders such as Manoel da Costa Santos, Firmino Rocha de Freitas, Aldo Lorenzetti, Paulo Vellinho, Nelson Peixoto Freire, Benjamim Funari Neto, Carlos de Paiva Lopes and Ruy de Salles Cunha. The name of each one of them is inscribed on the pan- theon of men making up the history of the Brazilian in- dustry of electro electronics. It is an enormous responsibility to continue carrying the baton and be in charge of the destiny of Abinee into a future full of conquests and achievements, overcoming the obstacles of conjuncture and structure placed in our way It is a challenge to make of this historical legacy not an anchor, which imprisons and immobilizes, but a launch platform, projecting and launching the entity on its way to the future. It’s possible that no other industrial segment, apart from electro electronics, represents the healthiest and generous human aspirations of economic and techno- logical development so well. Our industry is present in day to day Brazilian life and in society around the entire planet. It is not always a clearly perceived presence, as there are so many mani- festations in the daily routine of people and companies, through an outlet, a switch, domestic appliances, going on through the entire electrical energy infrastructure, taking in the vanguard in information and communica- tions technology and its components. This work is an historical register of the trajectory of the Brazilian electrical and electronic industry and its re- presentative entity, Abinee. É preciso que outros soltem o seu canto e, juntos, teçam a manhã, que aparecerá então brilhante como “luz balão”, “toldo tão aéreo”. Tal como a manhã do poeta, o tecido de que é feito o setor eletroeletrônico brasileiro não é obra de um homem só. É trabalho coletivo. Nasceu de muitas mãos. Mãos hábeis de imigrantes europeus e seus descen- dentes. Mãos operosas de imigrantes asiáticos e seus fi- lhos. Mãos destemidas de brasileiros natos. Mãos inquie- tas de quem nasceu para empreender, para construir um sonho, para criar alguma coisa onde não havia nada. Esse consórcio de talentos, coragem e capacidade de empreender fez surgir ali um pequeno fabricante de rádios elétricos (marca Proteus, 1923), mais tarde a pri- meira indústria nacional de motores (Motores Elétricos Brasil, 1928), no ano seguinte, uma fábrica de lâmpa- das (GE, 1929), pouco depois, uma pequena fábrica de acumuladores elétricos (Saturnia, 1931) e nesse inter- valo apareceram também outras indústrias, produzindomateriais elétricos de instalação e alguns outros itens. Recursos financeiros eram escassos. Eugênio Loren- zetti, engenheiro industrial e químico, formado na Esco- la de Milão, aportou no Brasil em 1924 com 40 liras na bagagem, acompanhado do irmão, Lorenzo, técnico agri- mensor. Juntos, eles se associaram ao pai, Alessandro, “Um galo sozinho não tece a manhã: ele precisará sempre de outros galos.” “Tecendo a Manhã” (Poesia de João Cabral de Melo Neto) “A lone cock does not the morn prepare: he always needs the other cocks.” “Preparing the morn” (Poem by João Cabral de Melo Neto) João Cabral de Melo Neto reminds us in one of his most famous poems that the morning is not crowed by one cock alone. It is necessary that others crow and, together, pre- pare the morning, which will then brilliantly appear as “the light from a balloon”, “such an aerial awning”. Like the poet’s morning, the weave from which the Brazilian electro electronic sector is woven is not the work of a single man. It is collective labor, born of many hands. The skillful hands of European immigrants and their descendents. Callused hands of Asian immigrants and their children. Fearless hands of native Brazilians. Rest- less hands of those born entrepreneurs, to build a dream, to create something where nothing existed before. From this consortium of talent, courage and the ca- pacity to become entrepreneurs arose a small factory of electric radios (Proteus, 1923), then later the first na- tional motor industry (Motores Elétricos Brasil, 1928), and in the following year, a lamp factory (GE, 1929), a little later, a small plant of electrical accumulators (Saturnia, 1931) and in this period other industries also appeared, producing electrical installation materials and other items. Financial resources were scarce. Eugênio Lorenzetti, an industrial and chemical engineer, graduated from the School of Milan, landed in Brazil in 1924 with 40 lira in his pocket, accompanied by his brother, Lorenzo, a surveyor. Little by little, the Lorenzet- tis extended their product line, with a lot of creativity, launching products which would make history, such as the automatic electric shower, a company patent, cre- ated by Lorenzo, which would go on to be the company mainstay from the fifties on. Like the Lorenzettis, other pioneers added their ef- forts of ingenuity to the creation of the fledgling Bra- zilian electrical and electronic industry. Around 1940 the still dawning Brazilian electro electronic industry was already appearing in official statistics. The recently created industries employed about five thousand work- ers – just 0.6% of the total employed in the transfor- mation industry of the day. The market was, in truth, amply dominated by imported goods, which were con- sidered as more prestigious by the consuming public and companies. However, historical and economic circumstances, together with governmental decisions, changed the course of events, already avoring local production in the forties. SUBSTITUTING IMPORTS The stimulus that was missing During the Second World War (1939-45) the Euro- pean, American, and Asian industrial powers were ab- sorbed by the war effort which was taking up all their attention and energy. The space for foreign trade was restricted. The war, a threat and tragedy of enormous proportions for the world, represented an opportunity for the newborn Brazilian industry to supply the internal market, dominated until then by imports, which now began to grow and gain industrial-scale productivity. A similar phenomenon occurred in the early years of the twenties involving non-durable consumer goods such as foodstuffs, beverages, textiles, clothing. At that moment, spontaneously and without any government intervention, the process called by economists Indus- trialization by Substitution of Imports (ISI) occurred, at- testing to Brazil’s industrial vocation. The next step would be to do the same with inter- mediate goods (industrial raw materials such as oil and steel), capital goods (machinery and equipment) and, especially, durable goods (domestic appliances, auto- mobiles, electrical goods in general). Starting in the for- ties, what had been spontaneous, became intentional. The process of substituting imports then came under the control of public authorities, acting by means of several mechanisms. para dar continuidade à fábrica de parafusos de preci- são, criada em 1923. Assim como os Lorenzetti, outros pioneiros somaram a força do seu engenho à criação da nascente indústria elétrica e eletrônica brasileira. Por volta de 1940, o se- tor eletroeletrônico brasileiro, ainda no seu alvorecer, já aparecia como tal nas estatísticas oficiais. As indústrias recém-criadas empregavam cerca de cinco mil traba- lhadores – apenas 0,6% do total empregado pela in- dústria de transformação à época. O mercado era, na verdade, dominado amplamente pelos importados, que desfrutavam de prestígio perante o público consumidor e as empresas. No entanto, circunstâncias históricas e econômicas, aliadas a decisões governamentais, muda- ram o rumo dos acontecimentos, em favor da produção local, já durante a década de 40. SUBSTITUIÇÃO DE IMPORTAÇÕES O estímulo que faltava Durante a Segunda Guerra Mundial (1940-45), as potências industriais da Europa, América e Ásia estavam absorvidas pelo esforço bélico, que consumia todas as suas atenções e energias. O espaço para comércio exte- rior ficou restrito. A guerra, uma ameaça e uma tragédia de grandes proporções para o mundo, representou para a nascente indústria brasileira uma oportunidade de su- prir o mercado interno, até então dominado pelos impor- tados, crescendo e ganhando escala de produção. Fenômeno semelhante ocorrera nos primeiros anos do século 20, envolvendo os bens de consumo não-duráveis, como alimentos, bebidas, têxteis, vestuário. Aconteceu na- quele momento, de forma espontânea, sem a intervenção do governo, o processo que os economistas chamam de Industrialização por Substituição de Importações (ISI), o que atesta a vocação industrial do Brasil. O próximo passo seria fazer o mesmo com os bens in- termediários (insumos industriais, como petróleo e aço), bens de capital (máquinas e equipamentos) e, especial- mente, os bens duráveis (eletrodomésticos, automóveis, produtos elétricos em geral). A partir da década de 40, o que tinha até ali sido espontâneo ganhou intencionali- dade. O processo de substituição de importações passa então ao controle direto do Poder Público, que atua por meio de diversos mecanismos. Energia elétrica e iluminação parecem faces da mesma moeda. Mas não foi assim desde o início. Ao longo do século 19, a energia elétrica destinou- se inicialmente às comunicações por telégrafo e à indústria metalúrgica (galvanoplastia). O uso em larga escala da iluminação começou com a lâmpada incandescente, patenteada por Thomas Alva Edison, em 1879, que ampliou substancialmente as perspectivas econômicas da indústria da eletricidade. Mas a universalização do uso da iluminação não foi ainda plenamente alcançada em escala global mesmo no século 21. Electrical power and lighting appear to be two faces of the same coin. Butit hasn’t always been like that. Throughout the 19th century electrical power was initially used for telegraph communications and the metallurgical industry (electroplating). Large- scale usage began with the incandescent lamp patented by Thomas Alva Edison, in 1879, which substantially increased the economic perspectives of the electricity industry. But the universalization of the use of lighting still has not been fully reached on a global scale, even in the 21st century. Bonde elétrico no centro da cidade de São Paulo, 1928. The origin of this policy was in the scarcity of dollars to meet import needs. The hypothesis raised by the government of seek- ing North American help in the quest for dollars had to be put aside. The Americans already had a lot to do re- constructing a Europe devastated by five years of war. With the door closed to outside resources, the only way left for the Brazilian government to face the scar- city of dollars was to impose limits on imports. This it did from mid 1947, keeping the exchange rate overvalued, a measure which made imports substantially more ex- pensive, and adopting barriers for the importation of non-essential consumer goods and also those products having similar ones made in Brazil. The result was an explosion of industrial production and, in a special way, of the “Electrical Material” industry, according to the official terminology applied at that time. If the growth of the industry of transformation was impressive, as observed between 1946 and 1950, with an annual average of 9%, against GNP (Gross national Product) growth of 8.1%, the performance of the electrical sector surpassed all expectations, growing at an incredible annual average of 28%, accompanied closely by the Transport Material (25%) and Metallurgy (22%) industries. It was an exceptional period, which announced the force and vigor through which the sec- tor would go starting from the fifties. After recording sales of US$ 7 million in1940, the electrical sector grows 550% through the decade, es- pecially the second half, reaching 1950 with sales of over US$ 46 million. The number of jobs tripled, going from five thousand to more than 16 thousand. Even then, the battle was far from won. Imported products still accounted for 40% of the domestic offer of elec- trical material in 1950. It is noteworthy that the growth of the sector in this period was an indirect consequence of the exchange- rate policy and import restrictions adopted by the government as a solution for balance of payments problems. The expansion of the industry and, in a special way, the electro electronics industry at that time, was due to the businessmen themselves and their collaborators, who took advantage of the opportunity opening up on that occasion. Ao adotar tal caminho, o governo brasileiro não foi movido exatamente pela intenção de proteger ou favore- cer a indústria local, a produção interna. A origem dessa política estava na “escassez de dólares” para fazer frente às necessidades de importação. A hipótese aventada pelo governo de recorrer à ajuda norte-americana em busca de dólares teve de ser deixada de lado. Os ame- ricanos tinham já muito o que fazer para reconstruir a Europa devastada por cinco anos de guerra. Fechada a porta de acesso aos recursos externos, o único caminho que restou ao governo brasileiro, para enfrentar a carência de dólares, foi impor limites aos importados. E foi o que ele fez a partir de meados de 1947, mantendo sobrevalorizada a taxa de câmbio, me- dida que encarecia substancialmente as importações, e adotando barreiras à importação aos bens de consumo não-essenciais e também aos produtos que tivessem similar nacional. O resultado foi uma explosão da pro- dução industrial e, de modo especial, da indústria de “Material Elétrico”, segundo a terminologia oficial que se aplicava à época. Se foi expressivo o crescimento da indústria de trans- formação, observado entre 1946 e 1950, com média anual de 9%, contra um crescimento do PIB (Produto Interno Bruto) de 8,1%, o desempenho do setor elétrico ultrapassou todas as expectativas, crescendo à incrível média anual de 28%, acompanhado de perto pelas in- dústrias de Material de Transporte (25%) e Metalurgia (22%). Foi um período excepcional, que prenunciava a força e pujança que o setor passaria a assumir a partir da década de 50. Depois de registrar vendas de US$ 7 milhões em 1940, o setor elétrico cresce 550% ao longo da déca- da, especialmente em sua segunda metade, chegando a 1950 com um faturamento acima de US$ 46 milhões. O número de empregos triplica, passando de cinco mil para 16 mil. Mesmo assim, a batalha estava longe de ser ven- cida. Os produtos importados respondiam ainda por 40% da oferta doméstica de Material Elétrico em 1950. Ressalte-se que o crescimento do setor nesse período foi conseqüência indireta da política cambial e das res- trições às importações adotadas pelo governo como so- lução para os problemas no balanço de pagamentos. A expansão da indústria e, de modo especial, da indústria eletroeletrônica nesse momento foi obra dos próprios empresários e seus colaboradores, que aproveitaram a oportunidade que se abrira naquela ocasião. There is no lack of political crises in this period. The most serious ended with the suicide of President Getúlio Vargas, in August 1954. From an economic point of view, however, the decade was ex- tremely advantageous. Vargas created Petrobras and the Banco Nacional de Desenvolvimento Econômico (National Bank for Economic Development) (BNDE), with the incumbency of being the main organ to offer long-term financing to industry. The substitution of imports is maintained and deep- ened. A nationalistic non-dogmatic posture is adopted in the economy. The result is a drop of 40% in indus- trial imports between 1952 and 1956. In the case of the electro electronics industry, the drop is even more spectacular, reaching 70% - which reduces by half the participation of imports in domestic offer, going from 16% in 1952 to 7% in 1956. Overcoming the crisis due to Vargas’ death, Juscelino Kubitschek wins the elections and takes over as President of the Republic. Then in 1956 he creates the Conselho de Desenvolvimento (Development Board), under the com- mand of Lucas Lopes, also President of the BNDE, whose mission it is to diagnose the strangulation points of the economy and propose solutions, including solutions for infrastructure, especially in the areas of energy and trans- ports. The Board defines 30 specific goals, distributed over five sectors. JK baptizes the job as the “Target Plan”. The areas of energy and transport receive the great- er part of the resources (71%), paid for by the Public Power. If funding is not available for the investments foreseen in the Plan, also including that necessary for financing the part due to the private sector, the govern-ment adopts the easiest way out: the issue of currency, financing by means of inflation whose consequences will be felt throughout the decade of the sixties. Those investments intended for the private sector are directed to the automobile, shipbuilding, heavy machinery and electrical equipment industries. Driven by this high-octane fuel the Brazilian economy is riding high on the wave of growth, with an average annual rate of a nearly 8% increase in GNP between 1956 and 1962. The electro electronics industry goes further, keeping an annual growth average of 13.3% - enough to make Chinese industry envious in the 21st century. Sales in the sector, which employs 59 thousand workers, reach US$ 247 million. Vargas e JK: mais crescimento Construída a pista de decolagem durante a década de 40, a indústria eletroeletrônica está pronta para alçar vôo no decênio seguinte. Não faltam crises políticas no período. A mais grave delas culmina no suicídio do pre- sidente Getúlio Vargas, em agosto de 1954. Do ponto de vista econômico, no entanto, a década é extrema- mente profícua. Vargas cria então a Petrobras e o Banco Nacional de Desenvolvimento Econômico (BNDE), com a incumbência de ser o principal órgão a oferecer finan- ciamento de longo prazo para o setor industrial. É mantida e aprofundada a política de substituição de importações. Adota-se na economia uma postura na- cionalista de caráter não-dogmático. O resultado é uma queda de 40% nas importações industriais entre 1952 e 1956. No caso do setor eletroeletrônico, a queda é ainda mais espetacular, chegando a 70% – o que reduz pela metade a participação dos importados na oferta domésti- ca, que passa de 16%, em 1952, para 7%, em 1956. Superada a crise decorrente da morte de Vargas, Jus- celino Kubitschek vence as eleições e assume a Presi- dência da República. Logo em fevereiro de 1956, cria o Conselho de Desenvolvimento, sob o comando de Lu- cas Lopes, também presidente do BNDE, cuja missão é fazer um diagnóstico dos pontos de estrangulamento da economia nacional e propor soluções, inclusive para a infra-estrutura, especialmente nas áreas de energia e transportes. O Conselho define 30 objetivos (metas) específicos, distribuídos por cinco setores. JK batiza o trabalho de “Plano de Metas”. As áreas de energia e transportes recebem a maior parte dos recursos (71%), bancados pelo Poder Público. Na falta de dotações orçamentárias para fazer frente aos investimentos previstos no Plano, necessários inclusive para financiar a parte que cabia ao setor privado, o go- verno adota o caminho mais fácil: a emissão de moeda, o financiamento por meio da inflação, cujas conseqüên- cias seriam sentidas ao longo da década de 60. Aqueles investimentos que cabiam ao setor privado eram dirigidos à indústria automobilística, de constru- ção naval, mecânica pesada e de equipamentos elétri- cos. Impulsionada por esse combustível de alta octa- nagem, a economia brasileira surfou alto na onda do crescimento, mantendo média anual de quase 8% de aumento do PIB (Produto Interno Bruto), entre 1956 e 1962. A indústria eletroeletrônica vai além, mantendo média anual de 13,3% de crescimento – de fazer inveja à indústria chinesa no século 21. As vendas do setor, que empregava 58 mil trabalhadores, chegam a US$ 247 milhões. Ao participar na Filadélfia das comemorações do Centenário da Independência dos Estados Unidos, D. Pedro II encontra-se com Graham Bell, o grande inventor, com quem o imperador do Brasil se correspondia por cartas havia dois anos. Bell mostrou a D. Pedro o seu invento. Sua Majestade ficou maravilhado ao ouvir, através daquele aparelho, a voz nítida de Graham Bell, que estava a 150 metros de distância. Registrado por vários jornalistas, o fato aconteceu no dia 25 de junho de 1876 e ficou na história – tanto do império quanto do novo meio de comunicação. O telefone consagrou-se já nos primeiros anos. No caso brasileiro, as primeiras linhas telefônicas foram instaladas no Rio de Janeiro em 1877 e utilizadas para a comunicação entre repartições do governo, órgãos militares e o corpo de bombeiros. While participating in the commemorations of Centennial of Independence of the United States in Philadelphia, Don Pedro II met Graham Bell, the great inventor with whom the emperor of Brazil had been corresponding for two years. Bell shows Don Pedro his invention. His majesty is astounded to hear through that apparatus the clear voice of Graham Bell, who is 150 meters away. Registered by several journalists, this fact occurred on the 25th of june, 1876 and went down in history – in the history of the Empire as well as of the new means of communication. The telephone had found its place right from the start. In the case of Brazil, the first telephone lines were installed in Rio de Janeiro in 1877 and used by government agencies, the military and the fire brigade. In the case of the durable goods industry, which includes the electro electronic sector, this index grows even more – 18.2% each year, on average. This makes the participation of the durable goods industry increase from 6% of GNP in 1952 to 12% in 1961. Structural changes and political crisis The Brazil going in to the sixties is much different to the Brazil twenty years earlier. The economy was going through structural changes. The countryside was losing economic importance and political clout. Agriculture, which answered for a quarter of everything produced in the country in 1950 watches the rapid and progressive decline in its participation in the economy, limited to 16.3 of GNP in 1963. Industry, on the other hand, continues to grow. Its participation, which was 24.1% of GNP in 1950, goes to 32.5% in 63. Social changes were not less important. Labor legis- lation, despite failings and distortions which last even today, certainly contributed to modernize and disci- pline relations between capital and labor. Responding to these transformations and attracted by the irresistible force of the consumer society that at that moment was structuring itself, the Brazilian population was making swift moves, abandoning the countryside and migrating to the larger cities, such as São Paulo, Rio de Janeiro and Belo Horizonte An active middle class, although still not numerous, was already able to take advantage of the benefits of this consumer society, still inaccessible to the majority of the population. In 1963, gas stoves were present in 27% of Brazilian households. Refrigerators in 15%. Televisions were even more restricted and only reached 7.5% of homes. There were therefore many people left out of the banquet. On the horizon the dark clouds of political, economic and social crisis were gathering. In the economic field, inflationary financing of in- dustrial expansion, put into effect in the golden years of “JK”, was here to present its bill to society. Inflation, which since 1958 had been in annual double digits, was showing clear signs of being out of control. Figures jumped from 52% in 1962 to 80% the following year, and were pointing upwards. In the first months of 1964 yearly-based inflation was over 140%. In the political arena, the situation is even more dis- heartening. Mudanças estruturais e crise política O Brasil que começa a década de 60 é muito diferen- te daquele de 20 anos antes. A economia passara por mudanças estruturais. O campo perdera importância econômica e peso político. A agricultura, que respon- dia por um quarto de tudo o que era produzido no País em 1950, assiste à rápida e progressiva queda de sua participação na economia, limitada a 16,3% do PIB em 1963. A indústria, ao contrário, só faz crescer. Sua par- ticipação, que era de 24,1% do PIB em 1950, passa a 32,5% em 1963. As mudanças sociais não foram de menor impor- tância. A legislação trabalhista, a despeito de falhas e distorções que perduram ainda hoje, contribuiu certa- mente para modernizar e disciplinar as relações entre capital e trabalho. Respondendo a essas transformações e atraídas pela força irresistível da sociedade de consu- mo que naquele momento se estruturava, a população brasileira faz então movimentos rápidos, abandonando progressivamente o campo e migrando para as cidades, especialmente para as grandes metrópoles, como São Paulo, Rio de Janeiro e Belo Horizonte. Uma classe média ativa e atuante, ainda que pouco numerosa, já podia desfrutar das benesses dessa socie- dade de consumo, ainda inacessíveis à maioria da po- pulação. Em 1963, os fogões a gás estavam presentes em 27% dos domicílios brasileiros. Geladeiras, em 15% dos lares. Televisores eram ainda mais restritos e só atingiam 7,5% das residências. Havia, portanto, muita gente fora desse banquete. No horizonte, cresciam as nuvens escuras da crise política, econômica e social. No campo econômico, o financiamento inflacionário da expansão industrial, levada a efeito nos “anos dou- rados” de JK, vinha agora oferecer a conta à sociedade. A inflação, que desde 1958 seguia no ritmo de dois dígitos anuais, mostrava sinais claros de descontrole. Os índices saltam de 52%, em 1962, para 80%, no ano seguinte, e apontam para cima. Nos primeiros meses de 1964, a inflação anualizada já é de 140%. Na arena política, o cenário é ainda mais desalenta- dor. A recepção e a transmissão são aprimoradas e o inventor conclui que, erguendo um fio da terra, em forma de antena, é possível potencializar a emissão e a recepção de sinais. Em 1895, Marconi transmite sinais sem fio a uma distância de 2,5 km. É o inventor do primeiro sistema de telegrafia sem fio. Na Inglaterra, consegue a primeira patente mundial do sistema. Sua consagração veio, de fato, com o estabelecimento do primeiro serviço de radiotelefonia por microondas e com a demonstração prática dos princípios do radar. In 1894, the Italian physicist Guglielmo Marconi comes across a scientific article about electromagnetic waves, discovered by the German Heinrich Hertz. Based on these discoveries, Marconi detects radio waves and converts them into an electrical current. Reception and transmission are improved and the inventor concludes that, lifting up an earth wire in the form of an antenna, it is possible to make the emission and reception of signals more powerful. In 1895, Marconi transmits signals without a wire at a distance of 2.5 km. He is the inventor of the first wireless telegraph system. In England, he gets the first world patent for the system. His success came in fact with the establishment of the first radio telephone service by microwaves and by the practical demonstration of the principles of radar. cy of the Republic and leaves the responsibility of run- ning the country at this moment of turmoil to his Vice President, João Goulart. Nerves are stretched to their limit, with various groups becoming very radical. There was on the government’s part and that of the unions, an effort to open up to the popular levels, all at once, the access doors to the fruit of the still incipient process of growth, by means of salary increases, unsustainable from the viewpoint of economic reality. Brazilian society is split. Startled by the force of so- cial pressure the middle classes take to the streets in protest against the government, and with this supplying the political basis for the military to decide the crisis by strength, interrupting Jango’s government by a coup d’etat, a new chapter begins. Leaders decide to create Abinee It is within this context of crisis, with an eye on the political and economic hurricane, that a group of busi- nessmen from the electro electronic sector, under the leadership of Manoel da Costa Santos, decide to create a new association which could represent the sector, giving them a voice and a turn, and making fair the impor- tance already conquered. In 1962, Costa Santos is elected president of Sinaees (Union of the Industry of Electrical and Electronic Appliances and Similar Products of the State of São Paulo). He has hardly taken office when he sees the serious limitations that current legislation, created by Vargas, imposes on union activities, including being subject to intervention by the Ministry of Labor. With this strait jacket it would not be possible to give the electro electronics industry a voice, nor would it be possible to extend it to a national plane, as Sinaees must circumscribe its activities to the State of São Paulo. Conditions were ripe for the opening of a new business entity. On September 26th 1963 67 businessmen and executives solemnly meet at the Maua Palace, the head- quarters of Fiesp (Federation of Industries of the State of São Paulo), located at that time at the Dona Paulina Via- duct near the Praça (Square) João Mendes in the center of São Paulo, and decided to create the Associação Brasileira da Indústria Elétrica e Eletrônica (The Brazilian Association of the Electrical and Electronics Industry), Abinee, whose logo, which made it known to the public, was created by professionals connected to Arno. The objective was clear: “Defend the interests of the industry in general and the electro electronic sector specifically”. sete meses à frente da Presidência da República, renun- ciando ao cargo e deixando para seu vice, João Goulart, a responsabilidade de conduzir o País naquele momento de tormenta. As tensões são levadas ao limite, com ra- dicalizações de vários grupos. Houve, por parte do go- verno e de organizações sindicais, a tentativa de abrir às camadas populares, de uma só vez, as portas de acesso aos frutos daquele ainda incipiente processo de cresci- mento, por meio de aumentos salariais insustentáveis do ponto de vista da realidade econômica. A sociedade brasileira se divide. Assustadacom a força da pressão social, a classe média sai às ruas e protesta contra o governo, fornecendo com isso a base política para que os militares decidissem a crise à força, interrompendo por um golpe de estado o governo de Jango. Um novo capítulo se inicia. Líderes decidem criar a Abinee É neste contexto de crise, no olho do furacão político e econômico, que um grupo de empresários do setor eletroeletrônico, sob a liderança de Manoel da Costa Santos, decide criar uma nova associação que pudesse representar o setor, dando-lhe voz e vez, e fazendo jus à importância que já conquistara. Em 1962, Costa Santos é eleito presidente do Si- naees (Sindicato da Indústria de Aparelhos Elétricos, Eletrônicos e Similares do Estado de São Paulo). Mal toma posse, percebe as graves limitações que a legis- lação vigente, criada por Vargas, impunha às atividades sindicais, sujeitas inclusive à intervenção por parte do Ministério do Trabalho. Com essa camisa de força, não seria possível dar voz à indústria eletroeletrônica, nem estendê-la para o plano nacional, uma vez que o Sinaees deveria, necessariamente, circunscrever suas atividades ao Estado de São Paulo. As condições estavam dadas para a abertura de uma nova entidade empresarial. No dia 26 de setembro de 1963, 67 empresários e executivos reuniram-se solene- mente no Palácio Mauá, a sede da Fiesp (Federação das Indústrias do Estado de São Paulo) à época, localizado no Viaduto Dona Paulina, junto à Praça João Mendes, no centro de São Paulo, e decidiram criar a Associação Bra- sileira da Indústria Elétrica e Eletrônica (Abinee), cuja logomarca, que a fez conhecida do público, foi criada por profissionais ligados à Arno. They wanted, for this reason, to influence the decisions, to be heard regarding the sector’s claims and to directly participate in drawing up measures which could have repercussions in the economic domain. Up until 1963, the sector had no association which could both mobilize the industries and represent them con- cerning the public powers. Abinee came into existence to change this situation. The founders and 1st Board of Directors The founding of Abinee, on September 26th, reflects, right from the start, the profile of the associates which the entity would maintain over the next 45 years. Com- panies there are small and medium sized, set up with brazilian capital which today make up the majority of associates. Medium and large international companies also participate, distributed over several segments. In its inaugural year Abinee held the 1st Electro Elec- tronic Trade Fair, running in parallel with the National Mechanical Trade Fair, in the Ibirapuera Pavilion, in São Paulo. The organization of fairs and congresses has been a constant concern at Abinee since then, holding successful events, such as the FIEE (International Trade Fair of the Electro Electronic Industry), which is now into its 24th run, congresses and Abinee Tec seminars. Os líderes do setor tinham a clara noção de que as políticas públicas elaboradas no âmbito do poderes Le- gislativo e Executivo tinham conseqüências profundas na atividade industrial. Eles queriam, por isso, influir nas decisões, levar a voz e as reivindicações do setor e participar direta ou indiretamente da elaboração de me- didas que poderiam ter repercussões no domínio eco- nômico. Até 1963, o setor não tinha uma associação que pudesse ao mesmo tempo mobilizar as indústrias e representá-las perante os poderes públicos. A Abinee surge para mudar essa situação. Fundadores e 1ª Diretoria A criação da Abinee, em 26 de setembro de 1963, re- flete, desde o momento inicial, o perfil dos associados que a entidade viria a manter ao longo dos 45 anos seguintes. Estão lá empresas de pequeno e médio portes, de capital nacional, que constituem até hoje a maioria dos associa- dos. Participam também médias e grandes companhias internacionais, distribuídas por vários segmentos. Já no ano de sua criação, a Abinee realiza a I Feira Eletroeletrônica, que se desenvolve em paralelo à Fei- ra da Mecânica Nacional, no Pavilhão do Ibirapuera, em São Paulo. A organização de feiras e congressos manteve-se como uma constante na Abinee a partir de então, com a realização de eventos bem-sucedidos, como a FIEE (Feira Internacional da Indústria Elétrica e Eletrônica), que já conta com 24 edições, congressos e os seminários Abinee Tec. The command of the economy is shared between Roberto Campos, of Plan- ning, and Octavio Bulhões, of Finance, both having an inclination for orthodox policies. The combat against inflation from 1964 to 1966 follows the classic recipe: fiscal control, cuts in government spending, strict monetary control and high interest rates. All this combined with contention of salaries, both in the private as well as the public sectors. Used to vigorous growth indexes, industry feels the brakes applied to the economy, especially in 1964 and 1965. There are not a few companies, from all segments, which present difficulties in adapting to the imposed restrictions. There were two years of companies going “bust” as the informal expression went at that time. The program of growth would only be back in 1967. To move on with its program of reforms, in 1964 the Executive draws up The Government’s Plan of Economic Action (Paeg), which foresees reforms in the financial system, in the tax structure and the labor market. In the financial field the alterations implemented on the occa- sion are maintained, with some alterations, until today. Campos and Bulhões created the Conselho Monetário Nacional (CMN) (National Monetary Board), having a normative and regulatory function of the financial system, and the Central Bank (Bacen), in charge of executing the government’s monetary and financial policies. Another creation which lasted up to the Real Plan was monetary correction, by means of the ORTN Obri- gação Reajustável do Tesouro Nacional (Readjustable Obligations of the National Treasury), which instituted correction for public bonds based on inflation. This mechanism, judged effective at the time to sterilize the negative effects of inflation, starts to become the part feeding the very problem it intended to combat. Sensitive changes are also introduced in the field of taxation. Two new taxes are created: ISS (Services Tax), of a municipal nature, and the ICM - Imposto sobre a Circulação de Mercadorias (Tax on the Circulation of Goods), applicable only on the aggregate value, which substitutes the state tax on sales, which was applica- ble over company sales. The Municipal Participation Fund was also implemented, with the finality of re- distributing with the municipalities the income of the 1964-1967 Ajustes e reformas estruturais Os primeiros anos do governo Castelo Branco, que inaugura um longo ciclo de governos militares, são de- dicados ao combate à inflação e à implantação de uma série de reformas estruturais. O comando da economia é compartilhado por dois ministros – Roberto Campos, do Planejamento, e Octávio Bulhões, da Fazenda, que tinham clara inclinação por políticas ortodoxas. O combate à inflação entre os anos de 1964 a 1966 segue o receituário clássico: controle fiscal, cortes de gastos públicos, rigor monetário e juros altos. Tudo isso combinado à contenção dos salários tanto do setor público quanto do setor privado. Habituada a índices de crescimento vigoro- sos, a indústria sente o freio aplicado à economia, especial- mente em 1964 e 1965. Não são poucas as empresas, de todos os segmentos, que apresentam dificuldades de adap- tação às restrições impostas. Foram dois anos de “quebra- deiras”, como se dizia informalmente à época. A agenda do crescimento só voltaria à cena a partir de 1967. Para levar adiante o seu programa de reformas, o Executivo elabora em 1964 o Plano de Ação Econômica do Governo (Paeg), que prevê reformas no sistema fi- nanceiro, na estrutura tributária e no mercado de traba- lho. No campo financeiro, as alterações implementadas na ocasião são mantidas, com algumas alterações, até os dias de hoje. Campos e Bulhões criam o Conselho Monetário Nacional (CMN), com função normativa e re- guladora do sistema financeiro, e o Banco Central (Ba- cen), encarregado da execução das políticas monetária e financeira do governo. Outra criação que perdurou até o Plano Real foi a correção monetária, por meio da ORTN (Obrigação Rea- justável do Tesouro Nacional), que instituiu a correção dos títulos públicos com base na inflação. Esse meca- nismo, julgado à época eficaz para esterilizar os efeitos negativos da inflação, torna-se peça realimentadora do mal que pretendia combater. Mudanças sensíveis são também introduzidas na área tributária. Surgem dois novos impostos: o ISS (Im- posto sobre Serviços), de âmbito municipal, e o ICM (Imposto sobre a Circulação de Mercadorias), incidente apenas sobre o valor agregado, que substitui o imposto estadual sobre vendas, que incidia sobre o faturamento das empresas. Implanta-se também o Fundo de Parti- cipação dos Municípios, cuja finalidade é redistribuir com os municípios as receitas da União, a critério desta última. O sentido geral da reforma tributária é claro: am- pliar a arrecadação e concentrá-la na União. O uso comercial da eletricidade nos países europeus expandiu-se na década de 1890, ainda que a primeira central elétrica européia tenha sido instalada já em 1881. Além da iluminação, a energia era aplicada no transporte urbano, como fonte de tração para veículos, e na atividade industrial, como força motriz de motores fixos. Em 1879, a Siemens desenvolve a primeira ferrovia eletrificada. O projeto foi apresentado na Exposição Industrial de Berlim. The commercial use of electricity in European countries expanded in the decade of the 1890s, even though the first European power station was installed in 1881. Apart from illumination, the energy was applied to urban transport, as a source of traction for vehicles, and in industrial activities, as a driving power for fixed motors. In 1879, Siemens develops the first electrified railway. The project was presented at the Industrial Exhibition of Berlin. The general sense of the tax reform is clear: amplify the levying of taxes and concentrate it on the Union. In the field of labor, the government implements the FGTS (Guaranteed Fund for Length of Service) substi- tuting the regime current until then which conceded stability to employees with more than ten years of com- pany service. With the FGTS, the company is obliged to pay 8% of each worker’s respective salary into a fund. Companies can, on the other hand, fire at will. The laid off worker can withdraw the FGTS. The legislation, with a few changes, remains in force even today. This set of reforms, together with the adoption of stimuli for foreign investment and domestic savings, allows the Executive to keep the economy under con- trol. There is an effective modernization in public ad- ministration practice. The power of the State to inspect increases considerably, especially in the field of taxa-tion. The implemented tax reform and greater vigor in inspection cause the tax burden to go through the roof, growing 56% in ten years, going from 16.1% of GNP in 1963 to 25% of GNP in 1973. From an overall and retrospective view the period 1964-67 was not in fact so bad from an economic viewpoint as observers believed at the time. GNP grew at an average annual rate of 4.2%. And the reforms introduced prepared the country for a new phase beginning in 1967, when monetary restric- tions were partially eased. Abinee data for a more ample period (1963-69) show that the electro electronic sector had sustained a trajectory of double digit growth. Sales in the sector grew 11% between 1963 and 69. And this fact already reveals the impulse the economy gains as from the end of 1967. The best is yet to come. No campo trabalhista, o governo implanta o Fundo de Garantia por Tempo de Serviço (FGTS) em substitui- ção ao regime então vigente, que concedia estabilida- de aos funcionários com mais de 10 anos de empresa. Com o FGTS, a empresa é obrigada a recolher, em um fundo em nome de cada trabalhador, o correspondente a 8% dos seus respectivos salários. Empresas podem, em contrapartida, demitir a qualquer tempo. Ao trabalhador demitido é permitido sacar o seu FGTS. A legislação, com algumas alterações, permanece vigente até hoje. Esse conjunto de reformas, aliada à adoção de estí- mulos aos investimentos externos e à poupança interna, faz com que as autoridades do Executivo mantenham a economia sob controle. Há efetiva modernização das práticas de gestão pública. O poder fiscalizador do Esta- do amplia-se de forma considerável, especialmente no campo tributário. A reforma tributária implantada e o maior rigor na fiscalização fazem com que a carga tri- butária suba de elevador, crescendo 56% em 10 anos e passando de 16,1% do PIB em 1963 para 25% do PIB em 1973. Numa visão abrangente e retrospectiva, o período 1964-67 não foi de fato tão ruim do ponto de vista eco- nômico quanto acreditavam os observadores à época. O PIB cresceu a taxas médias anuais de 4,2%. E as reformas implantadas prepararam o país para a nova fase que teve início já em 1967, quando as res- trições monetárias foram parcialmente amenizadas. Da- dos da Abinee para um período mais amplo (1963-69) indicam que o setor eletroeletrônico manteve trajetória de dois dígitos de crescimento. As vendas do setor cres- ceram 11% entre 1963 e 69. E este dado já revela o impulso que a economia ganha a partir do final de 1967. O melhor ainda está por vir. Um dos precursores do rádio e da comunicação no Brasil foi o padre Roberto Landell de Moura. Ele fez entre 1893 e 1894 diversas transmissões de voz entre a avenida Paulista e a Colina de Santana, em São Paulo. Incompreendido e perseguido, Landell viajou aos Estados Unidos, onde registrou seus inventos e morou por algum tempo. De volta ao país, ele percebe que nada havia mudado e que não haveria nenhum incentivo para desenvolver seus projetos. One of the radio and communications pioneers in Brazil was the priest Roberto Landell de Moura. Between 1893 and1894 he made several voice transmissions between the Avenida Paulista and the Hill of Santana, in São Paulo. Misunderstood and persecuted, Landell went to the US where he registered his inventions and lived for a time. Back in Brazil he sees that nothing has changed and that there is no incentive to develop his projects. Delfim is the profes- sor of Economy at the University of São Paulo (USP) and beforehand had been considered as doing a bril- liant job as head of the Secretary of State Finances. Delfim changes the policy that was being followed until then, trying to reconcile the combat of inflation with the recovery of economic growth. After the strong restriction applied to the monetary base in 1965 and 1966, the government starts on a more expansionist policy. To counterbalance the possible negative effects of this measure on inflation, price control is adopted, with execution up to CONEP Comissão Na- cional de Estabilização de Preços (National Commission for Price Stability), later replaced by the Conselho Inter- ministerial de Preços (CIP) Interministerial Price Board. Abinee, through its directors and technical team, is from now on going to spend long hours in meetings with CIP technicians. On the agenda; cost spreadsheets of thousands of items produced by the industries of the sector and unending discussions regarding price adjust- ment indexes. Interlocutions between finance minister Delfim Netto and the then president of Abinee Manoel da Costa Santos are also frequent. Delfim once quali- fied Santos as “the barometer of the industry”. In mid 1968 the Executive launches the Plano Es- tratégico de Desenvolvimento - PED (Strategic Develop- ment Plan), which brings in four fundamental priori- ties – the gradual combat of inflation, the strengthening of the private company with a view to the renewal of investments, the consolidation of the infrastructure and the increase in the internal market with a view to sustaining the demand for consumer goods, especially durable goods. To keep exports competitive the govern- ment introduces mini exchange rate devaluations. Consumer credit grows substantially in this phase called the “Economic Miracle”. With the loosening of monetary policy, the expansion of the means of payment reaches an average 14% a year, between 1968 and 1973, against 5% in the period 1964-1967. Total credit goes even further, growing 17% a year in this same pe- riod, against 5% in the previous period. Credit to the private sector rises 25% a year, against a prior 7%. The electric and electronics industry had never grown as vigorously as it did in that phase. The average rate of expansion reached an unbelievable 21% a year between 1968-1973 A indústria chega aos lares Ao assumir o governo, em março de 1967, o gene- ral Costa e Silva convida para assumir o Ministério da Fazenda o professor de Economia da Universidade de São Paulo (USP), Antonio Delfim Netto, que antes fizera uma gestão considerada brilhante à frente da Secretaria da Fazenda do Estado. Delfim muda a política que vinha sendo seguida até então, procurando conciliar o combate à inflação com a retomada do crescimento econômico. Depois da forte restrição aplicada à base monetária em 1965 e 1966, o governo parte para uma política mais ex- pansionista. Para contrabalançar os possíveis efeitos ne- gativos dessa medida sobre a inflação, é adotado o con- trole de preços, cuja execução cabe à Comissão Nacional de Estabilização de Preços (Conep), mais tarde substi- tuída pelo Conselho Interministerial de Preços (CIP). A Abinee, por meio de seus diretores e sua equipe técnica, vai, a partir desse momento, manter longas horas de reuniões com os técnicos do CIP. Na pauta, as pla- nilhas de custos de milhares de itens produzidos pelas indústrias do setor e discussões intermináveis quanto aos índices de reajuste de preços. Também é freqüente a in- terlocução entre o ministro da Fazenda, DelfimNetto, e o então presidente da Abinee, Manoel da Costa Santos, a quem Delfim qualifica como “barômetro da indústria”. Em meados de 1968, o Executivo lança o Plano Estra- tégico de Desenvolvimento (PED), que traz quatro prio- ridades fundamentais – o combate gradual à inflação, o fortalecimento da empresa privada, visando à retomada dos investimentos, a consolidação da infra-estrutura e a ampliação do mercado interno, visando à sustentação da demanda de bens de consumo, especialmente dos duráveis. Para manter as exportações competitivas, o governo implanta as minidesvalorizações cambiais. O crédito ao consumidor cresce substancialmente na fase do chamado “Milagre Econômico”. Com o afrouxa- mento da política monetária, a expansão dos meios de pagamento atinge média de 14% ao ano, entre 1968 e 1973, contra 5% no período 1964-1967. O crédito total vai ainda mais longe, crescendo 17% ao ano nesse mesmo período, contra 5% no período anterior. O crédi- to ao setor privado sobe 25% ao ano, contra 7% antes. Nunca a indústria elétrica e eletrônica cresceu tão vigorosamente quanto nessa fase. A taxa média de ex- pansão atingiu inacreditáveis 21% ao ano entre 1970 e 1974. Mesmo se levando em conta a diminuição do ritmo a partir de 1975, o crescimento médio anual da indústria eletroeletrônica durante a década de 1970 foi John Ambrose Fleming cria, em 1904, a válvula eletrônica termiônica, ou diodo. Essa criação possibilita, em 1906, a transmissão de sinais sonoros. Even taking into consideration the slowing down of the pace starting 1975, the average annual growth of the industry during the decade of the seventies was 18.1%. The participation of electro electronics in the transformation industry as a whole went from 2.9% in1959 to 6.2% in 1970 and to 10% in 1978. With plentiful credit for businesses and consumers, jobs opening up, industry producing at full steam (the level of industrial occupation hit the ceiling at 90% in 1973), easy access to foreign financing, the Brazilian economy was over the moon; and Brazilians, off to the shops. If in 1963 only 15 in a 100 consumers had refrigerators, in 1977 this number had risen to nearly 50. In the case of stoves, the picture is similar: 15 in each 100 brazilians prepared their meals on gas stoves in 1963 against 65 who began to do the same as from 77. 1974-1980 Focus on capital goods Half way along the “Brazilian miracle”, there was not one - but two oil shocks. The first, in 1973, and the second in 1979. The two together multiplied 12-fold the price of a barrel of oil, which went from US$ 2.50 in 1972 to US$ 30 in 1979. The shocks happened pre- cisely at the moment the country most needed gasoline and, therefore, oil, due to its growing fleet of vehicles. The participation of oil in the total consumption of primary energy goes from 34% in 1971 to 40% in 1973. In the same period the dependence on imported oil grows. This imported raw material, which accounted for 59% of internal consumption, goes up to 81%. To prepare for the changes on the international sce- nario and overcome strangling points in the country’s growth, the Geisel government (1974-78) brings in the II National Development Plan - PND (II Plano Nacional de Desenvolvimento ), where the focus is, once more, to deepen industrialization by substituting importations. The objective this time is not the durable goods indus- try, like electro electronics, which already are sufficiently robust to grow under their own steam. The origin of the strangling point was in four other areas: infrastructure, manufactured goods (capital and raw materials such as oil), energy and exports. The II PND presents good results. The importation of capital goods (machinery and equipment) which be- tween 1974-78 accounted for 18% of imports, drops to an average of 9.3% for 1981-83. There was an ad- vance in the substitution of imports – which reduced the import coefficient of capital goods. de 18,1%. Se em 1963 apenas 15 consumi- dores em cada 100 tinham geladeira em casa, em 1977 esse número subiu para quase 50. No caso dos fogões, o quadro é semelhante: 15 em cada 100 brasileiros preparavam refeições em fogões a gás em 63, contra 65 que passaram a fazer a mesma coisa a partir de 77. 1974-1980 Foco nos bens de capital No meio do caminho do “milagre brasileiro” haveria não um – mas dois choques do petróleo. O primeiro, em 1973, e o segundo em 1979. Os dois juntos multiplica- ram por 12 o preço do barril desse insumo, que passou de US$ 2,50 em 1972 para US$ 30 em 1979. Os cho- ques aconteceram justamente no momento em que o País mais precisava de gasolina e, portanto, de petróleo, em função de sua crescente frota de veículos. A participação do petróleo no consumo total de ener- gia primária passa de 34% em 1971 para 40% em 1973. Nesse mesmo período, cresce a dependência ao óleo importado. A importação do insumo, que corres- pondia a 59% do consumo interno, sobe para 81%. Para fazer frente à mudança na conjuntura interna- cional e superar “pontos de estrangulamento” do cresci- mento do País, o governo Geisel (1974-78) lança mão do II Plano Nacional de Desenvolvimento (PND), cujo foco é, uma vez mais, aprofundar a industrialização por substituição de importações. O objetivo dessa vez não é a indústria de bens duráveis, como a eletroeletrônica, que já tinha porte suficiente para crescer com seus próprios recursos. O estrangulamento tinha origem em quatro ou- tras áreas: infra-estrutura, bens de produção (capital e insumos, como petróleo), energia e exportação. O II PND apresenta bons resultados. A importação de bens de capital (máquinas e equipamentos), que entre 1974-78 correspondia a 18% da pauta de importações, cai para 9,3% na média de 1981-83. The focus of the II PND on exports of greater aggregate value also bears fruit. The presence of basic products on total exports, which was 65% in 1973, goes to 32% in 1984. The opposite occurred with manufactured goods, where exports in- creased from 23% to 56% in the same period. The boldness of the II PND has, however, a con- siderable cost – the increase in the very foreign debt which made it possible. The deficit in current transac- tions, which is the difference between resources in in- come and expenditure of the country, goes from US$2 billion, in 1973 to US$ 7.5 billion, in 1974, US$ 12.7 billion in 1980 and US$ 16 billion in1982. To make ends meet, the country resorts to external loans and starts to pay more and more expensively for them. Es- pecially so as from 1979, when the central banks of the developed countries substantially raised their interest rates to contain the inflationary effects of the oil price increases – and were immediately followed by the bra- zilian creditor banks. A ousadia do II PND tem, no entanto, um custo con- siderável – o aumento do endividamento externo que o viabilizou. O déficit em transações correntes, que é a diferença entre todas as entradas e saídas de recursos do País, passa de US$ 2 bilhões, em 1973, para US$ 7,5 bilhões em 1974, US$ 12,7 bilhões, em 1980 e US$ 16 bilhões em 1982. Para fechar essa conta, o País recorre a empréstimos externos e começa a pagar cada vez mais caro por eles, especialmente a partir de 1979, quando os bancos centrais dos países desenvolvidos elevaram subs- tancialmente as suas taxas de juros para conter os efeitos inflacionários da alta do petróleo – e foram seguidos ime- diatamente pelos bancos credores do Brasil. A Companhia Telephonica Brasileira dá adeus aos telefones de manivela no Rio de Janeiro, depois de um incêndio ocorrido em sua sede em 1906. O incêndio interrompe o serviço telefônico da cidade durante sete meses. Depois de reconstruída a sede, aparelhos novos, importados dos Estados Unidos, substituem os antigos. Com o novo modelo, bastava tirar o telefone do gancho para a telefonista atender. The Companhia Telephonica Brasileira said goodbye to hand cranked phones after a fire at the headquarters in 1906. The fire interrupted telephone services in the city for seven months. After rebuilding the headquarters, new telephone sets, imported from the United States, replaced the old ones. The average an- nual growth of the sector is limited to 2.2%, reflecting the events of the entire economy. The country goes through short cycles of expansion followed by recessive moments. Externally the scenario is adverse, with high international interest rates, a growing aversion to risk by investors, increase in foreign debt and the servicing of this debt. Internally, inflation and foreign debt increases. Er- ratic policies try to control the disorder in the economy, first, by heterodox measures such as price freezing (Cruzado Plan, 1986), or by hybrid measures, part or- thodox and part heterodox (Bresser Plan, 1987). In January 1989, the Verão (Summer) Plan comes along, trying to unindex the economy. None of these plans work – except for short periods. The infrastructure heats up. Budget restrictions and the lack of clear policies for infrastructure leave projects for investment in the areas of telecommunications and power generation, transmission and distribution in the drawer. Of each hundred Brazilians, in 1989, only nine had a telephone in the house. In the area of energy the situation is even more serious. In the document “An Alert to the Nation” Abinee, through its then president, Paulo Vellinho, carries out a diagnosis of the area and clearly points out the possibility of energy rationing in the following years. “We should have installed about three thou- sand more megawatts per year in the period 1986- 1990, increasing the installed power capacity from the 43 thousand megawatts, in 1986 to 58 thousand megawatts, in 1990”, asserts the document. DÉCADA DE 1980 Abinee propõe fim do monopólio estatal A indústria eletroeletrônica registra na década de 1980 o seu pior desempenho, o mesmo acontecendo com a economia brasileira como um todo. A média de crescimento anual do setor fica limitada a 2,2%, refle- tindo o que se passava com o conjunto da economia. O País vive ciclos curtos de expansão, sucedidos por mo- mentos recessivos. No plano externo, o cenário é adverso, com alta de juros internacionais, crescimento da aversão ao risco por parte dos investidores, aumento da dívida externa e do serviço dessa mesma dívida. No plano interno, cresce a inflação e a dívida inter- na. Políticas erráticas tentam controlar a desordem na economia, ora por medidas heterodoxas, como o con- gelamento de preços (Plano Cruzado, 1986), ora por medidas híbridas, parte ortodoxa e parte heterodoxa (Pla- no Bresser, 1987). Em janeiro de 1989, surge o Plano Verão, que procurava desindexar a economia. Nenhum dos planos deu certo – salvo por períodos curtos. A infra-estrutura fica esquecida. As restrições orça- mentárias e a falta de políticas claras para a infra-estru- tura deixam na gaveta os projetos de investimentos nas áreas de telecomunicações e de geração, transmissão e distribuição de energia elétrica. De cada 100 brasileiros, apenas nove tinham, em 1989, um telefone em casa. Na área de energia, a situação é ainda mais grave. No documento “Alerta à Nação”, a Abinee, por meio de seu presidente à época, Paulo Vellinho, faz um diagnós- tico da área e aponta claramente para a possibilidade de racionamento de energia nos anos subseqüentes. “Deveríamos ter instalado cerca de três mil megawatts a mais por ano no período 1986-1990, elevando a potên- cia instalada dos 43 mil megawatts em 1986, para 58 mil megawatts, em 1990”, sustenta o documento. Mais conhecido por seu trabalho de integração pacífica com os índios, o Marechal Cândido Mariano da Silva Rondon deu também grande impulso à integração do País por meio da comunicação. Entre 1890 e 1916, ele liderou a construção de 6.600 km de linhas telegráficas, ligando o Rio de Janeiro, então capital do País, à Amazônia, ganhando por isso o título de Patrono das Comunicações no Brasil. Better known for his work of pacific integration with the Indians, Marshal Cândido Mariano da Silva Rondon gave a strong impulse to the integration of the country through communications. What is certain is that energy rationing came in 2001 and 2002, confirming the dire, but realistic, prognosis present in the “An Alert to the Nation.”
