The republican form of government is a participatory system in which individuals can have a part in defining public policies, contributing to the ideals of justice, freedom, equality, and fraternity. The Executive, Legislative, and Judicial powers are interdependent, collaborating with each other. Based on these assumptions and considering the republic in Brazil, can it be said that this has always been a reality for the Brazilian people? Analyze the statements and identify the correct alternative.


a) Thinking about public policies in republican governments means thinking about policies planned and implemented by a series of public actors to be defined based on the respective areas in demand. However, in the case of Brazil, the Judiciary has interfered a lot in the Executive, which has not allowed private and public actors to participate in the studies, planning, and evaluation of the main demands that require special public policies for proper solutions.
b) Studies indicate that the Republic established in Brazil in 1891 underwent some mutations - considering the essential elements of this form of government - even though it was a Republic, the State has been governed by dictatorial leaderships in which the powers were not interdependent, and the people could not participate in the implementation of public policies. Examples of this are the processes adopted by the government during the period known as the Estado Novo (1934-1937), as well as the period between 1964-1985.
c) Parliament and presidentialism are models and formats for monarchy. In the Brazilian case, the model used is presidentialism, in which decisions on public policies, both of the State and of the government, are made exclusively by public agents of the Legislative power, both at the municipal level
