A repartição das receitas tributárias entre a União, Estados, Distrito Federal e Municípios é feita da seguinte forma: - 100% do Imposto de Renda retido na fonte sobre rendimentos e proventos de qualquer natureza pagos a servidores públicos civis e militares, ativos e inativos, é destinado aos Estados e ao Distrito Federal, quando se tratar de rendimentos pagos por eles, e aos Municípios, quando se tratar de rendimentos pagos por eles. - 50% do Imposto sobre a Propriedade Territorial Rural (ITR) é destinado aos Municípios, mas pode ser de 100% se o Município optar por arrecadar e fiscalizar o ITR. - 50% do Imposto sobre a Propriedade de Veículos Automotores (IPVA) é destinado aos Municípios. - 20% dos impostos residuais instituídos pela União são destinados aos Estados e Municípios.
