What is M&E for TIP Programs? 
Project Monitoring
The collection of specific quantitative and qualitative 
information on a periodic basis to obtain a regular 
account of the project’s status and progress.
Project Evaluation
An analysis of what a project has achieved, how it attained 
results, and how effective were the results.

Measurement Challenges
• Global and regional estimates versus a realistic 
country baseline 
• Structural constraints to measuring hidden activity
• Working from a mutually agreed upon definition
• Measuring when there is no formal data collection 
system

Tools to Address Measurement Problems 
• Sector assessments 
• Use TIP programs to build national capacity in 
measurement
• Build in the right indicators from the beginning
