What exactly they are?
Norms and standards in management are binding rules, requirements, or 
standards of conduct of people in processes or requirements for products 
quality. They represent a common agreement about the characteristics of 
products (goods and services), the processes and human behavior in order 
to ensure or harmonize their same characteristics, same behavior and same 
method of management.
Certifications are the process of earning an official document, or 
the act of providing an official document, as proof that something 
has happened or been done

Product certification
Product certification is about providing an impartial evaluation and 
certification of third party that the fulfillment of requirements specified has 
been demonstrated.
Product certification is carried out by compliant product certification bodies
to EN ISO / IEC 17065.
The requirements specified for the products are generally contained in 
standards or others normative documents.

Objectives of product certification
The main elements of product certification are:
 take into account the needs of consumers, users and, more 
generally all stakeholders, instilling trust for regarding the fulfillment 
of requirements specified;
 allow suppliers to demonstrate to the market that their products 
have been declared unable to meet the requirements specified by a 
impartial third party.

How long is a product certification?
Question:
 Does the duration of a certificate issued by a certification body have 
a "standardized" validity or is it the body that decides how much to 
claim its certificate?
Answer:
 It is the faculty of the certification bodies, in relation to the 
certification scheme adopted, to establish a period of validity of the 
certificates (it is not «standardized») in accordance with the ISO / 
IEC 17065 standard "Conformity assessment - Requirements for 
bodies certifying products, processes and services ". Typically 5 
years.

A PV module is a «product»
As a product it must comply with the new approach directives applicable when it is placed on the Community 
market and therefore CE marked
To apply a CE marking the manufacturer must prepare a declaration of conformity and prepare a technical 
documentation that allows to evaluate the conformity of the product to the requirements of the LVD Directive ( 
low voltage directive)

Main purpose of the norms consist to define technical specifications voluntary, to which products, production 
processes can conform to.
Although the rules as such are voluntary (not mandatory), their application guarantees compliance with the rule 
of art, and therefore with the law.

Norms constrains or not constrains?
 When a standard is indicated within a legislative disposition, the standard become mandatory
 When a standard is indicated within a regulated tender
 When a standard is indicated within a customer technical specification / purchase contract
The verification of compliance with the standard by the photovoltaic modules is responsibility 
of the end customer who wants to enjoy the benefits issued by the legislative bodies.
The PV module manufacturer is not obliged to be conform to the norms for the placing on the 
market of their PV modules.

What is the validity of IEC publications?
The contents of the publications will remain unchanged up to the Stability date. At this date, the 
publication will be either reconfirmed, withdrawn, replaced by a revised edition or amended. If there is a 
revision or amendment on-going then this is mentioned under the publication in the “Work in progress” 
tab, if you don't see this tab it means that there is no project under development.
Stability periods are based on an assessment of the maturity of the technology and future, foreseen 
changes due to development or maintenance of associated publications. Typically stability periods are 
between 3 and 12 years. If a committee needs to process an amendment or revision before the review 
date, it may decide to advance the review date and modify the stability date accordingly.
