O Tripartite é um órgão do Sistema Único de Saúde (SUS) composto pelo Ministério da Saúde, os Estados (representados pelo CONASS) e os Municípios (representados pelo CONASEMS). O papel do Tripartite é definir as relações entre os sistemas municipais e o papel dos gestores. A NOB 96 promoveu a municipalização e criou o Piso de Atenção Básica (PAB), que são os recursos destinados aos procedimentos de atenção básica. Já a NOAS 2001 teve como objetivo promover uma maior equidade na alocação de recursos e acesso à população, dividindo as responsabilidades na gestão do SUS e possibilitando que 100% dos municípios participem. O Pacto pela Saúde foi criado em 2006 e é dividido em três partes: Pacto pela Vida, Pacto em Defesa do SUS e Pacto de Gestão. O Pacto pela Vida tem como objetivo reduzir a mortalidade infantil e materna, além de promover a saúde da população. O Pacto em Defesa do SUS visa garantir o financiamento adequado do SUS e a qualidade dos serviços prestados. Já o Pacto de Gestão tem como objetivo melhorar a gestão do SUS e aprimorar a participação social.
