Além dos índices invejáveis que a pecuária já apresenta, se o mercado sinali- zar com aumento de demanda, muito rapi- damente será possível ampliar a produção, ajustando-se às necessidades da clientela. Isso, sim, é perfil de quem está aí não para ficar nos bastidores. É pinta de quem, desde o princípio, em cada mercado no qual ingressa, veio para ser campeão. After all, if there is a food item that can immediately be associated with the Brazil- ian culinary habits, it is the well known “churrasco”. And, as a matter of fact, there is definitely no churrasco, which, for the quality of the meat, can be compared to one provided by pasture-fed cattle in Brazil. In soccer there is a belief that the quality of the field is greatly responsible for the moves during the game and for the technical efficiency of the athletes. A soccer star needs a good field to shine. Therefore, a king can only perform his best skills on a field that is appropriate. At livestock farming, things are exact- ly like that. And roaming freely around the fields and pasturelands is how the herds feed, which later translates into beef of high quality, nutritious and delicious milk and byproducts that consumers feel like having all the time. Let us be fair, there is no shortage of pastureland all over Brazil. Besides the enviable quality rates boasted by our livestock operations, if the market happens to signal rising de- mand, production can be expanded fast, adjusting to client needs. This is a real profile for a sector always ready to act. It is a characteristic of a seg- ment that, as soon as it works its way into a market, clearly shows its capacity to stay there. Já ocupamos posição de destaque entre os países que produ- zem alimentos, contrariando as expectativas dos mais remotos pessimistas econômicos de que o cená- rio atual da economia é de crise global em diversos setores. Mas o nosso País enfrenta a situação com firmeza e caminha para o aumento da participação no mercado mundial. Esse é o caso da pecuária brasileira, uma das maiores do mundo, que hoje exporta para mais de 160 países. Os embarques de carnes nos últimos 12 meses, aliás, soma- ram US$ 15,62 bilhões. Só perderam para a soja nas vendas do agronegócio para o mercado externo. O montante representa crescimento de 5,8% do setor, se comparado ao período anterior. Parte desse resultado positivo deve-se às ações implementadas pelo Ministério da Agricultura, Pecuária e Abastecimento, pasta esta de que me orgulho de estar à frente há um ano. Vamos seguir adiante, mas observando a referência do passa- do. Em 2011, a vacinação contra a febre aftosa alcançou índice de cobertura de 97,7%, superando a média atingida na campanha de 2010, que foi de 97,4%. A previsão do Departamento de Saúde Animal é de que tenham sido imunizados cerca de 208,9 milhões de bovinos e bubalinos ao longo de todas as fases da campa- nha. O rebanho brasileiro está estimado em 212,9 milhões de cabeças. Ainda relativo à defesa pecuária, o aperfeiçoamento e a am- pliação do Sistema Unifica- do de Atenção a Sanidade Agropecuária (Suasa), a que todos os estados brasi- leiros já aderiram, também está na pauta do ministério. E não para por aí. Nos- so apoio ao setor pecua- rista ainda visou amenizar dificuldades. Em agosto de 2012, por exemplo, para os suinocultores foi autorizada a prorrogação das operações de crédito rural de cus- teio e investimento contratadas, além da definição do preço mí- nimo para o suíno vivo, subvenção e criação de Linha Especial de Crédito (LEC). Também foi autorizada a ampliação do limite da linha de crédito para retenção de matrizes por produtores in- dependentes, de R$ 1,2 milhão por produtor para R$ 2 milhões, até 30 de dezembro de 2012. Quanto ao controle da movimentação dos rebanhos do País, o Ministério da Agricultura e a Confederação da Agricultura e Pecuária do Brasil (CNA) lançaram em 2012 a Plataforma de Gestão Agropecuária (PGA). O banco de dados nacional garan- tirá maior credibilidade e transparência no processo, fazendo com que o Brasil conquiste novos mercados para produtos e subprodutos de origem animal e ofereçamais segurança para os consumidores internos. Ou seja, estamos desenhando uma nova política para o País, que seja proativa. Temos clareza de que o governo agirá de forma preventiva. Pecuaristas têm ainda tratamento diferenciado também no Plano Agrícola e Pecuário 2012/2013, que, entre outras medidas, inclui linha de crédito específica para a compra de matrizes e de reprodutores bovinos e bubalinos, de até R$ 750 mil. Outra ação que beneficia os criadores é o aumento de limite de comercialização às agroin- dústrias beneficiadoras e processadoras de leite de R$ 40 milhões para R$ 50 milhões e do prazo para pagamento de 180 dias para 240 dias. O trabalho realizado em Brasília para ajudar os pecuaristas brasileiros é fruto de muitas mãos, que operam em conjunto no Ministério da Agricultura para tornar possível todo esse apoio. É um apoio ao produtor, ao crescimento econômico e, principal- mente, para não deixar faltar comida na mesa dos brasileiros. We now occupy a prominent position among the countries that produce food, con- tradicting the expectations of the most remote economy-related pessimists. We know that the current economic scenario is involved in global crises in many sectors. But our country faces the situ- ation firmly and is on the way to bigger shares in the international market. This is the case of Brazil’s cattle farming operations, one of the largest in the world, with exports to upwards of 150 countries. Meat shipment over the past 12 years, by the way, amounted to US$ 15.62 billion. They came only after soybean in agribusiness sales abroad. This amount represents an increase of 5.8%, compared to the previous year. Part of these positive results stem from the initiatives im- plemented by the Ministry of Agriculture, Livestock and Food Supply, which I am proud to serve as minister, for a year now. Let us move forward, without overlooking the past. In 2011, vaccina- tion against the foot-and-mouth disease reached a cover rate of 97.7%, outperforming the average achieved in 2010, when it was 97.4%. The Animal Health Department estimates that a total of 208.9 million head of cattle were vaccinated during the periods of the campaign. The Brazilian cattle herd is estimated at 212.9 million head. Still with regard to livestock vigilance, the improvement and expansion of the Unified Attention Sys- tem on Livestock Sanitary Standards (Suasa), to which all Brazilian states have adhered, has also been put on the ministry’s agenda. And things do not stop there. Our support to the livestock sector was also aimed at cushioning difficulties. In August 2012, for example, for hog raising operations, we authorized a prorogation to the credit operations and contracted investments, in addition to defining minimum prices for live hogs, subvention and the creation of a Special Credit Line (SCL). An authorization for expanding the credit line for the retention of breeding stocks by independent producers was also granted, from R$ 1.2 million per producer to R$ 2 million, to expire on 30th December 2012. As to control measures regarding cattle in transit throughout the Country, the Ministry of Agriculture and the Brazilian Agriculture and Livestock Confederation (CNA) launched the Livestock Administration Platform (PGA, in the Brazilian acronym). The national database will lend credibility and transparency to the process, making it possible for Brazil to conquer new markets for products and byproducts of animal origin, whilst offering more safety for domestic consumers. That is to say, we are designing a new policy for the Country, a proactive one. We are sure the government will act in preventive manner. Cattle breeders are also granted a discerning treatment in the 2012/2013 Agriculture and Livestock Plan, which, among other measures, includes specific credit lines for the purchase of breeding stock, bovine and bubaline bulls, up to R$ 750 thousand. Another initiative that comes to the benefit of the cattle breeders is the expansion in the commercializa- tion limit to milk processing agri-industries, from R$ 40 to R$ 50 million and the timeframe for payment from 180 to 240 days. The work carried out in Brasília aimed at helping the Brazilian cattle breeders is the result of many hands, which operate jointly with the Min- istry of Agriculture in order to make this support viable. It is producer- oriented support towards economic growth and, especially, for avoiding any food shortages on the Brazilian kitchen tables. Ao mesmo tempo, buscará consolidar o consumo doméstico e ampliar suas taxas produtivas em níveis que lhe garantam vantagem competitiva segura. Os desa- fios a serem superados são muitos, a começar pela redução das áreas destinadas às pastagens, gradativamente substituídas pela agricultura de melhores resultados financeiros e com maior liquidez, casos da soja, do eucalipto e da cana-de-açúcar. Essa realidade obriga a pecuária brasileira a buscar novo sistema de produção, menos extensivo e mais eficiente, ampliar a produtividade e assegurar mercados. O ano de 2011, apesar de médias menores nas cotações no comparativo com 2010, foi de bons preços ao pecuarista, mas registrou ociosidade nos frigoríficos, principalmente em virtu- de de desempenho mais fraco do que o esperado nas expor- tações. As vendas externas foram atrapalhadas pelo câmbio, pela crise financeira internacional e por barreiras tributárias, comerciais e sanitárias. O consumidor pagou mais caro, mas a demanda doméstica absorveu os excedentes que não foram exportados. A retenção de matrizes garante boa oferta de be- zerros – e, por consequência, de boi magro. Em 2012 o Brasil vive nova realidade, com um pri- meiro semestre de preços com leve queda em razão do aumento da oferta e da alteração na política cambial, en- tre outros fatores. A previsão de alta nos confinamentos, principalmente no Mato Grosso, foi revertida para baixo. A redução de 6% nos preços da arroba e a alta nas cotações das rações desestimularam os confinadores. De maneira geral, espera-se um ano dentro da normalidade em preços e comercialização, que recupere a condição de maior exportador mundial, e sirva de base para um 2013 com maior rentabilidade para a cadeia produtiva da bovinocultura de corte. Isso dependerá especialmente da determinação do País de seguir gerando empregos e renda, para garantir a demanda doméstica por proteína, e de uma recuperação da economia europeia. Duelo de BRASIL DEVE RETOMAR A LIDERANÇA DO MERCADO INTERNACIONAL DA CARNE BOVINA, POSIÇÃO QUE EM 2011 FOI PERDIDA PARA OS ESTADOS UNIDOS DESEMPENHO Em 2011, segundo números da Associação Brasileira das Indústrias Exportadoras de Carnes (Abiec), o Brasil ocupou área de pastagens de 172milhões de hectares, com média de 1,2 uni- dade animal/ha, e taxa de desfrute de 18,9% no rebanho. Abateu 39,5 milhões de cabeças, das 208 milhões de cabeças estimadas no total do con- tingente da bovinocultura de corte. Isso equivale a 9,1 milhões de tone- ladas em equivalente carcaça (TEC) de carne bovina. O mercado interno absorveu 7,6 milhões de TEC, corres- pondendo a 40 quilos de consumo per capita no Brasil. Ainda segundo a Abiec, o peso médio da carcaça nacional foi de 233 quilos, com rendimento de 51% a 55%, tendo como referência a raça Nelore. Os confinamentos representaram 8,6% do abate na- cional, com 3,4 milhões de cabeças terminadas neste sistema intensivo de produção. In the meantime, the target is to recover the domestic consumption rates and expand its production volumes to lev- els that ensure a safe competitive edge. The challenges to be surmounted are countless, starting with the reduction of areas devoted to pastureland, gradually being replaced with crops that bring in more cash and liquidity, like soybean, eucalyptus and sugar cane. This reality forces Brazil’s cattle farming operations to seek new production systems, less exten- sive and more efficient, whilst increasing the productivity rates and market shares. Year 2011, in spite of smaller average prices, compared to 2010, was good for the cattle breeders, but witnessed idle periods in the meat packing plants, mainly because of the weaker-than-expected performance in exports. Foreign sales were jeopardized by the exchange rate, by the international crisis and by tax, commercial and sanitary barriers. Consumers had to pay more for their meat, but domestic demand absorbed the amounts that failed to be exported. The retention of the breeding stock is an assur- ance for a good supply of heifers and, as a result, more lean cattle will be available. In 2012, Brazil is experiencing a new real- ity, with the first half of the year suffering from slightly lower prices by virtue of soaring sup- plies and changes to the exchange rate, among other factors. The forecast for confinements to soar in number, especially in Mato Grosso, suf- fered a reversal. The 6-percent reduction in the price per arroba and soaring feed prices have discouraged investments on that score. In general, what is expected is a normal year, as far as prices and sales are concerned, with Brazil recovering its leadership position in the global market. It is also expected that 2012 will serve as a basis for 2013 to recover the profit levels of the beef cattle supply chain. This will greatly depend on the deter- mination of the Country to continue generat- ing jobs and income, thus ensuring domestic demand for protein, on the grounds of a re- covered European economy. WITH AN EYE TOWARDS PERFORMANCE In 2011, according to figures released by the Brazil- ian Association of Meat Exporters (ABIEC), Brazil devoted 172 million hectares to pastureland, with an average of 1.2 animals per hectare, and slaugh- ter rate of 18.9% a year. Slaughtering reached the considerable number of 39.5 million head, out of a total beef herd of 208 million animals. This is similar to 9.1 million tons carcass weight equiva- lent (CWE) of bovine meat. The domestic market absorbed 7.6 CWE, corresponding to a per capita consumption of 40 kilos a year, in Brazil. Also according to Abiec sources, the average weight of the national carcass reached 233 kilos, with yields amounting to 51% to 55%, taking the Nelore breed as reference. Confinements accounted for 8.6% of na- tional slaughter rates, with a total of 3.4 million head terminated in the intensive production system. These figures are expected to be outstripped in 2012. O Mato Grosso é o Estado que se destaca, pois se tornou o maior produ- tor pecuário do Brasil. Os mato-grossenses ultrapassaram o rebanho do vizinho Mato Grosso do Sul, quando este registrou um foco de febre aftosa em 2005, além de ter ampliado as lavouras e passado a enfrentar uma legislação ambiental mais rigorosa. Este desempenho tem a ver ainda com o aumento da produtividade e com o uso de tecnologias que permitiram ampliar a lotação por área de pastagem do País. Nos anos em que reduziu, o rebanho brasileiro refletiu crises setoriais ou da economia internacional, o aumento do custo de produção e o avanço da agricultura, especialmente da soja e da cana-de-açúcar, sobre as grandes áreas de pastagens do Centro-Oeste. “Quando a rentabilidade da atividade pecuária é baixa, há o abate de fêmeas, e nos anos seguintes a produção de be- zerros diminui. Isso põe o rebanho num ciclo de baixa. Com a oferta ajustada e preços em elevação, o pecuarista retém as matrizes e a oferta de bezerros cresce, retomando a trajetória de crescimento do rebanho”, explica Paulo Sérgio Mus- tefaga, da CNA. Em 2011, apesar de os preços não tão bons quanto em 2010, o rebanho deve ter crescido. E em 2012 essa tendência se mantém, considerando-se a boa oferta de boi magro e a expectativa de ganhos em valor nas exportações. se o momento tende a uma expansão, o plantel nacional enfrentou períodos de retração entre 2006 e 2008, por conta do abate de matrizes; porém, retomou a trajetória de expansão em 2009. Em 2000 o IBGE indicava rebanho de corte de 169.875.524 ani- mais. Portanto, em uma década o contingente da pecuária de corte foi ampliado em 23,3%, ou quase 40 milhões de cabeças. Cerca de 80% do rebanho do Brasil é formado por animais zebuínos, de origem indiana. Perto de 80% destes, segundo Mustefaga, têm como predominância a raça Nelore. Os 20% não zebuínos são formados com forte participação de raças europeias e concentram-se no Sul do Brasil, especial- mente no Rio Grande do Sul. A ss m an n DEMAND DICTATES THE RULES The ever-increasing Brazilian herd has kept pace with exports and the conquest of relevant shares in the international market, but also took advantage of the rising purchasing power at home, which caused demand for protein soar in the domestic scenario. Mato Grosso is the State that stands out, as it climbed to the position as biggest cattle producer in the Country. The Mato Grosso State cattle raisers outperformed the herd of the neighboring Mato Grosso do Sul State, mainly because the latter registered an outbreak of the foot and mouth disease in 2005, besides having invested more in agricultural crops and faced stricter environmental legislation. This performance is also linked to higher productivity rates and to the use of technologies that made it possible to put a bigger number of animals per area of pastureland throughout the Country. In the years the Brazilian herd shrank, it happened because of reflections on the Center-West pasturelands coming from such factors as sector crises, international economic downturns, soaring production costs, investments in agricultural crops, particularly soybean and sugar cane. “When profits derived from livestock farming are low, females are slaughtered and, as a result, the production of heifers decreases. This puts the herd on a downward trend. With supply adjusted and prices on the rise, the farmers retain their breeding stock and the number of heifers starts rising, getting the growth rate back on track”, explains CNA official Paulo Sérgio Mustefaga. In 2011, although prices are not as remunerating as in 2010, the herd is supposed to have increased in size. And in 2012, this trend also holds true, considering that there is plenty of supply of lean cattle and there are expectations for gains from exports. The Country is home to the largest commercial beef cattle herd in the world, although in 2011, it ranked as second largest exporter, coming after the United States, by virtue of the exchange rate, the international scenario, sanitary and tariff barriers. It is expected that the herd has grown in 2011, through the retention of breeding stocks and a consequent higher number of heifers. But, if the present scenario points to a rising trend, the national herd faced retraction periods from 2006 to 2008, and breeding stock slaughtering is blamed for the problem; no- netheless, in 2009 the Country resumed its upward trend. In 2009 the IBGE was estimating the herd at 169,875,524 head. Therefore, over one decade, the amount of beef cattle expan- ded by 23%, or almost 40 million head. About 80% of the Brazilian herd consists of zebu breeds, of Indian origin. Nearly 80% of them, according to Mustefaga, are predominantly Nelore breeds. The 20-percent non zebu Ani- mals are mostly from European breeds and are concentrated in South Brazil, particularly in Rio Grande do Sul. O fenômeno tem maior ênfase no Centro- -Oeste, mas também ocorre nas demais regiões do País. “Nota-se alguma evolu- ção da pecuária no Norte e em algumas regiões do Centro-Oeste”, cita Paulo Sérgio Mustefaga, da CNA. Ainda assim, o cenário futuro indica que as áreas de pastagens terão pequenos avanços, de acordo com a rentabilidade da cultura, com ganhos centrados em produtividade para garantir resultados positivos ao pecuarista e competitividade ao produto brasileiro no exterior. Este perfil de produção dependerá do uso em escala de tecnologias para a produção de pastagens, melhoramento genético, conversão nutricional, redução da idade de abate e aceleração do ganho de peso, entre outras ações de manejo. A necessidade de produzir mais car- ne com o mesmo tamanho de rebanho e área de pastagem menor salientará a importância das tecnologias para os semi- -confinamentos e os confinamentos no País. Advisor Paulo Sérgio Mustefaga, of the Technical Committee at the Brazilian Agriculture and Livestock Confederation (CNA), maintains that the trend is for the number of beef cattle to remain between 210 and 220 million head, with emphasis on productivity, and animals being slaughtered at a younger age. “From what is observed, beef cattle far- ming operations will not have much space to grow in the present model, by virtue of area limitations”, says Mustefaga. “High yiel- ding crops, like soybeans, sugar cane and eucalyptus, have an edge when it comes to competing for areas all over Brazil”. At the same time, rising internatio- nal demand was also a factor, besides the availability of areas for new livestock ope- rations and higher population per hectare, particularly in the Cerrado regions. But things are changing. A survey by the Brazilian Institute of Geography and Statistics (IBGE) estimates the loss of 19 million hectares of pastureland from the 1995/96 cycle to the 2005/06 cycle. The phenomenon is particularly intense in the Center-West, but is also occurring in most other regions throughout Brazil. “Some evolution in cattle raising opera- tions is taking place in the North and in some regions in the Center-West”, says CNA official Paulo Sérgio Mustefaga. Nevertheless, the future scenario points to minor advances in the areas de- voted to pastureland, according to profi- tability rates, with gains centered on pro- ductivity to ensure positive results to the cattle breeders and competitiveness of Brazilian meat abroad. The production profile will depend on scaled use of pas- tureland technology, genetic enhance- ment, nutritional conversion, reduction in slaughter age and faster weight gain, among other management practices. The need to produce more meat with the same herd size and even smaller pas- tureland areas will certainly stress the importance of technology for semi-confine- ments and confinements across the Coun- try. In light of this situation, to reduce pro- duction costs and improve the efficiency rates are, more than ever, the targets of Brazilian cattle raising operations. Comparando as exportações do mesmo período em 2008 (US$ 2,301 bilhões) e em 2012, o valor atu- almente recebido é 3,4% maior. Isso indica que em receita o Brasil chegou novamente aos patamares pré-crise financeira interna- cional, do ciclo 2008/09. Mas o cenário muda quando se trata do ALTOS E BAIXOS Con- forme Marcelo Whately, da Consultoria Beefpoint, o preço médio de venda da tonelada de carne bovina exportada tem trajetó- ria crescente desde a queda pós-crise de 2008. De janeiro a julho, em 2009, o preço médio foi de US$ 3,049 mil pela tonelada, 18,5% menor do que a média de 2008 (US$ 3,737 mil/t). Em 2012, o preço médio de US$ 4,786 mil/t é 57% maior do que o valor médio de 2009 e 28% maior que o preço de 2008. Enquanto o dólar ficou valorizado perante o real, o boi gordo nacional teve variação contrária à cotação pela moeda es- trangeira, e em 2012 mostra tendência de volta aos patamares atingidos antes da crise financeira internacional. As duas variáveis se aproximam de valores anteriores a 2008. A queda dos preços do boi gordo brasileiro, em dólares, gera ganho com- petitivo e favorece a exportação. Segundo dados da Associação Brasileira das Indústrias Exportadoras de Carnes (Abiec), o Brasil embarcou em 2011 1,5 mi- lhão de toneladas em equivalente carcaça (tec) de carne bovina, o que representa 16,5% da produção nacional. Deste total, 1,1 milhão/tec foram cortes de carne in natura (71% do total), destinados a 97 países. A Rússia foi a maior compradora individual (28%), seguida por Irã (16%), Egito (12%) e outros países, que somaram 44% dos embarques. Mais 260 mil/tec de carne indus- trializada (17%) das vendas externas foram enviadas a 108 países. A União Europeia comprou 27,53% do volume, seguida dos Estados Unidos, com 12%. Cerca de 35% foram negociados para outros destinos. Miúdos e outros produtos exportados somaram 173 mil/tec, ou 11% do total enviado ao exterior pelo Brasil em 2011. Seguiram para 62 países. A demanda foi liderada por Hong Kong (66%) e Rússia (5%). Os demais 60 países somam 29%. Também foi significativa a expor- tação de animais vivos, especialmente do Pará, com 404.853 cabeças. Em contrapartida, o Brasil importou 5.262 animais vivos. Boa performanceBoa performance volume de remessas ao exterior. For 2012, the expectation of the sector is to climb back to the top as major player in the global bovine meat business, expanding the vol- umes and values of the shipments, despite Iran’s decision to delay their purchases. The objective, although at rates smaller than initially projected, was achieved over the first seven months of the year, gener- ating the expectation to materialize the target, by December 2012. Data released by theMinistry of Development, Industry and Foreign Trade (MDIC) show that Bra- zilian fresh meat exports accumulated 497 thousand tons January through July 2012. It represents an increase of 5.8% from the same period in 2011, when Brazil shipped abroad 470 thousand tons. Em 2011, embora não tenha alcançado os ní- veis de preços registrados em 2010, o pecu- arista conseguiu alguma rentabilidade. Mas se uma ponta da cadeia produtiva tem bons resultados, outros segmentos viveram um dilema. Também afetados pela política cambial, os frigoríficos en- frentaram ociosidade. E o consumidor nacional teve que por a mão mais fundo no bolso e pagar mais pela carne. O pre- ço da arroba do boi gordo em 2011 subiu cerca de 50% no mercado referencial de São Paulo, margem similar à alta de pre- ços ao consumidor, segundo o pecuarista paulista Paulo de Castro Marques. Enquanto isso, os frigoríficos conviveram com a ociosidade e chegaram a fechar algu- mas unidades temporariamente. Com expor- tação menor, os eles jogaram cerca de 300 mil toneladas de carnes excedentes para o mercado interno, que, mesmo com os preços em elevação, respondeu à oferta com a demanda proporcional. O consu- mo per capita de carne bovina se man- teve e, apesar dos preços ao consumidor, tende a ficar próximo de 40 quilos por ano, similar ao consumo do frango. Esta conjuntura provoca a retomada da retenção de matrizes e a elevação produtiva e da oferta do boi magro para terminação. Portanto, ain- da que o sistema produtivo e o perfil da pecuária brasileira registrem modificações importantes nos últimos anos, seus resultados estão centrados em situações clássicas de uma bo- vinocultura de corte tradicional e extensiva. O volume de 16,7 milhões de cabeças abatidas nos seis pri- meiros meses do ano é o melhor resultado desde 2008 e indica recuperação do segmento no Brasil. Este processo parece natu- ral pela consequência da alta nos preços do bezerro na década passada. As cotações saltaram de R$ 400,00 por cabeça no ciclo 2004/05 para R$ 700,00 na temporada 2011/12. “A elevação nos preços do gado para reposição gerou a retenção de ma- trizes e, por consequência, oferta maior em 2012”, cita Paulo Roberto Molinari, da consultoria Safras & Mercado. O analista considera a melhora gradativa. “Não é pos- sível afirmar que é este o final da curva de recuperação, mas os efeitos da relação preços versus produção podem ser mais rápidos do que nos ciclos tradicionais, uma vez que o perfil produtivo iniciou 2012 mais acelerado”, considera Molinari. “Em outras palavras, entre um ciclo tradicional de seis a sete anos, atualmente o Brasil vive um período produtivo de três a quatro anos, pelo ganho genético e tecnológico sobre os rebanhos”, acrescenta. No cenário atual da pecuária de corte, o sistema de produção é mais sensível ao quadro de preços em relação ao passado. “Baixas expressivas de preços do boi gordo e/ou do bezerro neste momento podem causar cortes produtivos mais rápidos do que no perfil tradi- cional e efeitos de alta também em um período mais curto”, avalia Paulo Roberto Molinari, da consultoria Safras & Mercado. “Por isso, é importante melhorar os mecanismos de proteção de preços e de hedge para inibir possíveis perdas de rentabilidade, pois o mercado mantém a comercialização em sistema tradicional, enquanto há práticas modernas de travamento de preços a fim de evitar os ciclos extremos de cotações que inibem a produção”, comenta. Esta, segundo ele, é uma preocupação da temporada 2012/13. O analista Paulo Roberto Molinari, da consultoria Safras & Mercado, consi- dera que a confirmação desta tendência exige a observância de indicadores im- portantes como a demanda, o volume de exportações e a oferta regionalizada. Neste último aspecto, o grande desta- que de 2012 é o Estado do Mato Grosso, com níveis recordes de abate mensal no País. “Nessa conjuntura de oferta, o foco essencial se dirige à exportação, pois o Brasil tem necessidade de recuperar as vendas externas como suporte à expan- são futura de oferta”, projeta. Ou seja, se a oferta de boi gordo está crescendo para os frigoríficos, é preciso assegurar a deman- da em mercados interna- cionais para evitar uma depressão de preços internos e a retomada de um ciclo de baixa. The volume of 16.7 million cattle slaughtered over the first six months of the year is the best result since 2008 and points to a recovery of the segment in Brazil. This process seems natural, since it stems from the higher heifer prices in the past decade. Prices jumped from R$ 400 per head over the 2004/05 cycle to R$ 700 in the 2011/12 season. “The soaring price for replacement cattle resulted into the retention of breeding stocks and, in consequence, higher supply in 2012”, says Paulo Roberto Molinari, consultant at Brazil’s Safras & Mercado. The analyst views this improvement as a gradual path. “There is no way taking it as the final recovery curve, but the effects of the price versus production relation could move at a faster pace compared to traditional cycles, since the productive profile started faster in 2012”, considers Molinari. “In other words, between a traditional six to seven year cycle, currently Brazil is experiencing a three to four year productive period, through genetic and technological gain over our herds”, he adds. In the present beef cattle scenario, the production system is more sensitive in the picture of prices, compared to past years. “Expressive price falls of fat cattle and/or heifers at this moment could cause faster productive cuts than in the tradi- tional profile and rising trends in a shorter period”, says Paulo Roberto Molinari, consultant at Brazil’s Safras & Mercado. “That is why it is important to improve price protection mechanisms and hedge to inhibit possible profit losses, since the market has not relinquished its tradi- tional trading system, while there are modern price curbing practices so as to avoid extreme price cycles that inhibit production”, he comments. This, according to him, is one of the concerns in the 2012/13 season. Munh more sensitiveMuch more sensitive Brazil will sustain the soaring supply trend by confirming the production variables in the second half of the year, though it also depends on the real volume of bovine con- finements in 2012, now estimated to be on a downtrend because of the higher costs of the feed components. Annually, Brazil confines from 1.8 to 2.5 million cattle, a small volume compared to the traditional termination systems, but significant for the statistical figures of the second semester. Despite the good start in 2012, the performance is lagging behind the vol- umes registered from 2005 to 2008. In 2007, Brazil slaughtered the considerable number of 19.83 million head only in the first six months of the year, a record. Thisscenario suggests there is room for growth over the next two years. Analyst Paulo Roberto Molinari, a con- sultant at Brazil’s Safras & Mercado, con- siders that a confirmation to this trend requires a close watch on important in- dicators like demand, export volume and regional supply. Within the latter aspect, the highlight in 2012 is the State of Mato Grosso, with record levels of monthly slaughter rates in the Country. “Within this context, the main focus is on exports, since Brazil needs to recover its foreign sales if the soaring future supplies are to be confirmed”, he projects. Cita, porém, que há modifica- ções internas também importantes. Mato Grosso do Sul e Goiás sempre fo- ram os grandes estados abastecedores dos frigoríficos paulistas, devido à proximida- de. Em 2012, o Mato Grosso apresenta abates recordes e se destaca com o maior volume de abate mensal no País, ou seja, é o principal produtor. O crescimento foi de 20% entre o primeiro semestre de 2011 e igual período de 2012, passando de 1.988.799 para 2.399.144 animais aba- tidos, com diferença de 310.345 cabeças. É o equivalente a um mês de abates. No entender de Molinari, esta situação revela que o eixo da formação de preços internos igualmente se modificou, e uma região agora depende da demanda dos demais estados para o escoamento da sua produção. “Isso é representativo sobre uma conjuntura de mercado”, acrescenta. Conforme ele, a grande preocupação no ciclo 2012/13 são os indicativos que sugerem elevação de oferta, pelo menos para a safra 2013. “No entanto, esta curva normal de evolução produtiva não pode ser acentuada com o aumento no descarte de matrizes por causa de uma condição ruim do preço do boi gordo e/ou do bezerro”, alerta. “Uma situação agravada por esta oferta maior de matrizes em 2013 poderia trazer, realmen- te, preços baixos ao merca- do interno”, assinala. O PONTO CENTRAL Na interpretação do especialista Paulo Roberto Molinari, da con- sultoria Safras & Mercado, há outros indicadores importantes para equalizar o quadro de oferta e de cotações da carne bovina. “O ponto central está na de- manda. O governo nacional parece muito concentrado em convergir a economia para o crescimento e vai ten- tando esforços neste sentido”, aponta. Segundo ele, queda nas taxas de juros, aumento de liquidez e crédito revelam um quadro no qual em 2013 se manterá a tendência de bom ritmo de crescimento interno, o que fortalecerá a deman- da. “A concorrência no mercado nacional poderá ser menor para a carne bovina, tendo em vista que a produção de fran- gos e de suínos vem sendo fortemente afetada pela elevação de custos, e pode ter seu avanço contido em 2013”, cita. Por fim, o Brasil precisa fortalecer seu objetivo de ex- portação de carne bovina. Uma parcela de pecuaristas no Brasil tenta centrar exclusivamente as vendas para a carne com preços altos na Europa. Porém, nem todos os importadores mundiais têm essa capacidade de pagamen- to. Atualmente, nem mesmo o mercado europeu conse- gue sustentar essas margens. Com preços muito altos na exportação, o Brasil perdeu mercados nos últimos anos. E isso deixa espaço para pressões nas cotações internas, sem o saudável lastro do mercado mundial. “É vital direcionar o olhar às vendas externas, agora com taxa de câmbio mais compatível e que pode re- cuperar a capacidade exportadora brasileira”, enfatiza Molinari. The bigger number of confinements in 2012 throughout the Country, though below the previously estimated volumes, is clearly signaling bigger supplies. “Although facing a rather turbulent off-season period, blamed on the sea- sonal market, we can’t afford not to think of the 2013 fat cattle season as a period of higher slaughter rates com- pared to 2012”, says analyst Paulo Ro- berto Molinari, consultant at Brazil’s Safras & Mercado. Nonetheless, he hints at important internal changes. Mato Grosso do Sul and Goiás have al- ways been huge suppliers of the meat pack- ing industries in São Paulo, mainly due to the shorter distances. In 2012, Mato Grosso presents record cattle slaughter rates and stands out for its biggest monthly slaugh- tering rates in the entire Country, meaning that it is the leading producer. Production in the state increased by 20% from the first half in 2011 and equal period in 2012, soaring from 1,988,799 to 2,399,144 in the num- ber of cattle slaughtered, with a difference amounting to 310,345 head, equivalent to one month’s slaughtering volume. Molinari understands that the situa- tion suggests that the internal price set- ting hub has equally changed, and one region now depends on demand from others states, if the production volumes are to be sold. “This clearly represents a market juncture”, he adds. According to him, major concerns re- garding the 2012/13 cycles are the indica- tors that point to higher supplies, at least for the 2013 cycle. “Nevertheless, this nor- mal production evolution curve should not lead to the elimination of breeding stocks just because fat cattle and/or heifers are fetching low prices”, he warns. “A situ- ation that might get more serious because higher supplies of breeding stocks in 2013 could, in fact, cause prices to fall in the do- mestic market”, he mentions. THE CORE POINT According Paulo Roberto Molinari, consultant at Brazil’s Safras & Mercado, there are other important indicators when it comes to equalizing the picture of supply and prices of bovine meat. “The core point lies in demand. The national government seems to be focused on making the economy converge towards growth and is sparing no effort toward this end”, he points out. In his view, lower interest rates, higher liquidity and access to credit lines reveal a picture in which the year 2013 will again witness a rising rhythm of internal growth, making demand soar, seeing that the production of broiler meat and pork has been stronglyaffected by higher costs, and might hardly make any advance in 2013”, he recalls. Finally, Brazil should strengthen its goal towards exporting bovine meat. A lot of cattle farmers in Brazil are trying to focus their production exclusively on the European market, where meat fetches higher prices. Nonetheless, only a few international importers boast this paying capacity. Currently, not even the European market manages to sustain these margins. With very high export prices, Brazil lost markets over the past years. And this leaves room for pressure over domestic prices, without the healthy support from the global market. “Keeping a close watch on foreign sales is critical, now with a more compatible exchange rate, which could recover Brazil’s capacity to export”, Molinari argues. O Irã, importante cliente, saiu do mercado no primeiro semestre. Sua volta às compras a partir de junho melhorou os resultados. O dirigente considera que o impacto da crise financeira internacional é sentido, por exemplo, na queda do preço médio da carne exportada. Da crise financeira internacional verificada entre o ciclo 2008/09 e 2011, o faturamento brasileiro cresceu pela alta dos preços médios da carne no mercado internacional, mas houve retração no volume embarcado. “Em 2012 esperávamos maior tonelagem vendida e pro- porcional aumento de receita pela manutenção das cotações médias mundiais”, menciona. “Este cenário permitiria alcançar a projeção inicial de US$ 6 bilhões, mas uma revisão não está descartada, pelos reflexos conjunturais nas cotações”. Menos mal que o câmbio, com valorização do dólar diante ao real, favorece as vendas. QUEDA DOS PREÇOS INTERNACIONAIS AFETA OS RESULTADOS DO SETOR Além da porteira GARGALOS Atualmente, o setor trabalha para superar alguns gargalos e manter em crescimento o fluxo de vendas ex- ternas. Além de buscar a maior efici- ência de produtores e frigoríficos, na logística e no atendimento de demandas sanitárias e burocráticas dos clientes, seja pela iniciativa privada ou pelo governo federal, a cadeia produtiva age para abrir novos e mais valorizados mercados. “Preci- samos superar barreiras sanitárias para aten- der alguns dos grandes clientes mundiais, como os países da Ásia, mas é igualmente importante negociar maneiras de superar as barreiras tributárias da Europa”, argumenta Fernando Sampaio, da Abiec. Para atender às demandas europeias, uma das iniciativas do setor é a atualização do Serviço de Rastreabilidade da Cadeia Produ- tiva de Bovinos e Bubalinos (Sisbov). Hoje, a exigência na Europa por uma rastreabilida- de cada vez mais detalhada, a burocracia e os custos para que o pecuarista tenha aces- so ao atual modelo, dificultam a ampliação das vendas externas. A meta é estabelecer um sistema de rastreabilidade eficiente, eletrônico, menos burocrático e de me- nor custo. “O investimento necessário tem sido obstáculo insuperável para mui- tos criadores”, atesta Fernando Sampaio. Beyond the Ro bi sp ie rr e G iu lia ni BOTTLENECKS Nowadays, the sector is engaged in surmounting some bottlenecks and keeping the flow of foreign sales on a rising trend. Besides seeking higher efficiency from producers, meat packing industries, logis- tics, and compliance with client sanitary and bureaucratic standards, whether through private initiative or through federal government action, the supply chain is engaged in making its way into new and valuable markets. “We need to surmount sanitary barriers to serve some of the major global clients, like Asian countries, but it is equally impor- tant to negotiate manners to surmount sanitary barriers in Europe”, argues Fernando Sampaio, of Abiec. To meet the European demands, one of the initiatives of the sector is an update to the Brazilian Bovine and Bubaline Identification and Certification System (Sisbov). Now Europe requires very detailed traceability systems, bureaucracy and costs for the cattle farmers to access the present model, make it difficult to expand foreign sales.
